I consider the issue of migration and Syrian refugees, today.
今日は、移住による問題とシリア難民を考えます。

The forcibly displaced people in the world are 59,500,000, and 19,500,000 of them are the refugees.
Half of refugees are less than 18 years old, and the maximum birthplace of refugees are three Islamic nations.
世界で移住を強いられた人は５９５０万人、その内、難民は１９５０万人です。
難民の半数は１８歳以下、難民の最大発生地はイスラム圏の三ヵ国です。
What of the migration is problem?
Harmful influences caused by migration are, in old times, the invasions by great transmigration of race, and at present, the deterioration in the security situation by refugees.
Why will the migrator cause the deterioration in the security situation?
The society where different races and religion groups live a life with being mixed together has a risk of the deterioration in the security situation.
This is because the big groups discriminate and enclose small groups, and small groups unite against it.
A crack between both is only going to grow bigger, and at last, the confrontation may become violent by a tension with foreign country and a recession.
This is not only problem in current Europe and America but also universal problem, as well as the Holocaust, the conflict in Yugoslavia, conflict of Northern Ireland.
After all, the problem occurs depending on the discrimination combining with the difference between each race and religion.
There is not excellent means solving this at one sweep, but it is important that we know the factor and the measures.
Graph 3 indicates the one example.
移住の何が問題か
移住によって起きる大きな弊害は、古くは民族大移動での侵略、現在は難民による治安悪化でしょう。
移住によって治安悪化はなぜ起きるのでしょうか。
異なる民族や宗教集団が混住している社会は治安悪化の危険性を孕んでいます。
これは大きな集団が小さな集団を差別し囲い込みをすることと、それに対抗して小集団が団結する為です。
こうして両者の亀裂は深くなるばかりで、不況や外国との緊張を切っ掛けに、ついにその対立は暴力的になることがある。
これは現在の欧米だけでなく、ホロコースト、ユーゴ紛争、アイルランド紛争に見られる普遍的問題です。
結局、民族や宗教の違いと差別が相俟って問題が発生します。
これを一挙に解決する妙薬はありませんが、その要因と対策を知っておくことは重要です。
一例をグラフ３に示します。

The green bar graph shows second-generation immigrant, and the orange does the non-immigrant.
In Spain on the extreme right, the NEET (Note 4) ratio is a big difference between 42% of second-generation immigrants and 17% of non-emigrants.
Spain economy is slowing down, so this difference is expanding.
When such situation continues, the security situation of the society will turn worse.
In Canada on the extreme left, the difference is few and reverse.
In such society, the deterioration in the security situation is hard to occur, that is there are the measures.

右端のスペインでは、ニート（注釈４）の割合は移民２世４２％、非移民１７％と大きな格差がある。
スペインは経済不調もあり、この差が拡大傾向にあります。
このようなことが続くと、その社会の治安は悪化することになる。
左端のカナダでは、その差が少なく逆転もしている。
このような社会では治安悪化は起こり難い、つまり対策はあるのです。

The Syrian refugees go toward the country that does not discriminate against immigrants.
下のグラフ： シリア難民は２０１１年から発生し、２０１６年へと急拡大した。
シリア難民は移民を差別しない国を目指している。
Handling of Syrian refugees
The world concluded a treaty for refugee relief half a century ago.
The refugee relief is important from a humanist standpoint, but the persuasion to Europe and America will be useless in the situation that the public sentiment is shifting to the right wing.
In addition, further acceptance of refugees domestically causes a danger of accidental explosion. Note 2.
Even so, what we must know is it will connect to big riot and war to ignore this situation with only refusing the refugees. Note 3.
Regardless of great power's purpose, they are adding oil to the fire by supply weapons and military aid, and the war only spreads in the Middle East more than half a century. Note 4.
In addition, many areas that produce large numbers of refugees are countries that Europe and America colonized or interfered afterwards.
It cannot say that Europe and America is not responsible really. Note 5.
シリア難民への対処
半世紀前、世界は難民救済の条約を結びました。
人道的見地から難民を救済することは重要ですが、欧米が右傾化している状況で説得は無駄でしょう。
また、これ以上の難民受け入れは国内で暴発の危険があります。注釈２．
それでも知っておかなければならないことは、難民を拒否するだけでその状況を放置すれば、やがて大きな暴動や戦争に繋がることです。注釈３．
目的がどうであれ、大国は武器供給や軍事援助で火に油を注ぎ続けており、ここ半世紀以上、中東の戦火は拡大するばかりです。注釈４．
また現在、大量の難民が発生しているほとんどの地域はかつて欧米が植民地にし、その後干渉した所です。
欧米にまったく責任が無いとは言えないでしょう。注釈５．
＜ 5. Syria and Turkey ＞
＜ ５． シリアとトルコ ＞
Upper map: the country that is accepting the biggest refugees is Turkey.
The Turkey is not in the group of Arab, but is a country that is the most aggressive in conflict resolution and refugee relief as a fellow Muslim now.
Besides, the Turkey doesn’t ally with Europe and America easily, and unashamedly says sound argument to Israel.

上の地図： 最大の難民受け入れ国はトルコです。
トルコはアラブでは無いが、現在、イスラムの同朋として紛争解決や難民救済に最も積極的な国です。
しかも欧米に組せず、イスラエルに臆するところがありません。
下の地図： トルコはシリアと長い国境線で接しています。
In that case, the means is only one
Turkey accepts less than 2 million refugees now.
We set up a buffering zone between Syria and Turkey and should provide accommodation for Syrian refugees. Note 6.
Turkey suggests this.
The world cooperates and protects this area with armaments and should promote independence by our help.

そうなると手段は一つしかない。
現在、トルコは２００万近い難民を受け入れています。
シリアとトルコの国境に緩衝帯を設け、そこに難民を収容すべきです。注釈６．
トルコがこれを提案しています。
世界が協力し、この地域を軍事力で保護し、援助によって自立を促すべきです。
それは難民キャンプを発展させたものです。
次回に続きます。
注釈１： ニートとは、１５～３４歳で就労と就学のいずれも行っていない人を指す。
注釈２： ヒトラーが不況による不満のはけ口をユダヤ人に向けたことで、ドイツ国民が彼の独裁を歓迎したと言える。
社会に大きな不況や不安がある時、国民は内外にスケープゴートを求めやすくなり、それを巧みに煽動する者が社会を先導し、最悪、戦争が起きる。
注釈３： 明言出来ないのですが、古代の難民の多くは紀元前２千年紀の東地中海の「海の民」のように侵犯を行った。
放浪していたユダヤ人はカナンの地を侵犯し、これを征服したと聖書に記されている。
難民集団はいつまでも定住出来ず生業を得られないなら、貧困と治安悪化が亢進し、紛争やテロの温床になるでしょう。
注釈４： 多くは同盟国援助や紛争低減を目指している。
しかし同盟国援助は対立する大国が、対立する紛争当事国を軍事強化する隘路に陥り、ベトナム戦争やイラン・イラク戦争、アフガン紛争の二の舞になっている。
また紛争低減と言えども、供与された大量の最新武器が過激派に回り、また市民生活の破壊を拡大させ、戦争の再生産を招いている。
注釈５： １世紀前に国が犯した侵略を裁き、その責任を問い、賠償させる法はこの世に存在しません。
まして相手は勝利国でかつ多数の大国です。
戦争犯罪で個人を処罰する法とその執行はやっと緒につきました。
今後、世界は協同してこの問題に取り組まないと、いつまで経っても大国の恣意的な軍事行動や侵犯行為の被害に泣くことになるでしょう。
注釈６： かつてクロアチアの南部国境地帯が難民を受け入れる緩衝帯とされました。
これは軍事上の防衛線として企図された為、後にユーゴ紛争の火種になった。
またイスラエルは、１世紀あまりで、ほぼ人口５万人の地方都市から８００万人の先進国家となりました。
犠牲は大きかったが、無からでも国家の誕生が現代でも可能なことを示している。
