この短縮版は、既に投稿済みの「迫る多難な危機」を、少し内容を割愛、分割して連載します。

第3章 我々が直面している危機

 

 我々に幾多の大きな危機が迫りつつある。それらには歴史上繰り返され来た危機や、まったく未知の恐ろしさ秘める危機もある。これらの危機を見極め対処しなければ、一国の疲弊や破綻に留まらず、遂には人類と地球に大きな損害を与えることになるだろう。数多くの危機の中から、最重要なものを選んだ。

 

3-3 現在の経済格差、最悪になった米国と大幅に改善された世界

 

米国を見ます

 米国は先進国中、経済格差最悪を更新中です。これは米国が新自由主義を最も信奉し牽引して来たからで、今後も止むことは無いでしょう。米国は、産業・経済・軍事・外交で世界を牽引しているが、政治と社会の内実は悲惨です。

 

経済格差: 最低所得から人口80%の年収層は50年近くで1.6~1.8倍に伸びた、しかし上位5%の高年収層はさらに2倍伸びた。その結果、上位5%の所得は下位20%の約10倍になった。上位1%の資産保有者による国内総資産の保有割合は、1989年の22.8%から2025年の31%に上昇。これに比べて、下位50%の保有割合は、1989年の3.5%から2024年には2.8%にまで減少した。

 

 

貧困: 上図の棒グラフが貧困人口を示す。レーガン政権の前後で、貧困人口は凡そ2500万人から3500万人に急上昇し、その後、定着している。

 

世界幸福度ランキング: 2013年、米国の幸福度は17位でしたが、2025年には過去最低の24位に落ち、先進国中でも低い方に定着しつつある。政府の信頼性も米国はOECDの平均よりも低く、30位前後に低迷している。

 

自殺率: 2000年の年齢調整済み自殺率は人口10万人あたり10.4人でしたが、2018年には14.2人まで上昇した(35.2%増)。特に高齢男性や若年層での増加が顕著で、富裕国の中でも高い。ちなみに自殺率が高い日本は、2024年で16.3人でした。

 

米国の状況はかなり悪くなってしまった。だからポピュリズムが沸き立つようになった。

 

 

 

それでは世界全体はどうなっているのか? 

 

 国際分業による生産性向上・価格低下が起こった。これは新興国(中国・ASEAN等)の急速な輸出産業の拡大と工業化を生み、その結果、世界全体の貧困人口が大幅に減少した。例えば、世界の極度の貧困率(1日2.15ドル未満で生活者/全人口の割合)は1970年の約60% から2020年代には約9%へと大幅に低下した。これは世界の貿易額/GDP比率が1970年の27%から2008年の61%への急上昇に現れている。これに伴って技術・資本・知識・人材の国境移動が加速した。この10年間で世界の最下層は70%も所得を増やし、富裕国では40~15%の増加に留まった。重要な事は、グローバリズムは発展途上国などの経済力を高め、国民所得を急速に上昇させたが、一方で、先進国の中間層以下の所得の伸びを低下させたことです。新興・途上国の経済シェアが20から40%へと拡大している。経済背長は先進国よりも新興・途上国の遥かに高いのです。世界全体で経済格差縮小と豊かさが訪れた原因のすべてが、グローバリズムのお陰とは言えないが、欠かせないものだった。世界GDPに占める世界貿易シェアが約25%から60%へと拡大し、グローバリズムの影響の大きさが伺える。米国では資産が30~60兆円の超富者が生まれた反面、多くの人は30年ほど所得は横這いに近かった。

 

まとめ

 二つのことが明確になった。一つは先進国(特に新自由主義を1980年代から積極的に取り入れた国々で、代表は日英米)で格差が急拡大した。一方、世界全体は豊かになった。ここで注意が必要なのは、米国などの国内の経済格差を起こしている真の原因は何かと言う事と、米国民はそれを誤解せずに知っているかと言う事です。

 結論から言うと、真の原因は、新自由主義政策で、レーガンとサッチャー政権以降に、米英の格差が拡大傾向になっていることから明らかです。

 

幾つかの悪化の原因について要約:米国を念頭に

 

A 国内の産業空洞化; 大戦後、多くの製造業が海外に移転するようになりました。しかし、世界の経済発展は国内にあらたな産業を生み出し、米国も含めて総就業人口は増え続け、失業率も長期的に低下傾向にある。

 

B IT革命; 1990年代中頃から始まったこの影響で、事務職等で失業が発生したが、これまた新しい職業が増え、全体として、総就業人口の低下はなかった。しかしグローバル化とIT革命の相互作用により、賃金は二極化し、賃金格差は広がった。

 

C 自由化と規制撤廃; 80年以降の金融市場拡大と多くの規制撤廃は、一人勝ちを生み出し、富が富を生むようになった。この現象は複雑だが、例えば80年代の全企業の利益に占める金融セクターの利益は10~15%でしたが、2000年代半ばにはこれが40%に達し、現在は20~25%で推移している。金融セクターのGDPに占めるシェアは7%前後に過ぎないのだが。金融資産残高で見ると、80年代はGDPの4.5倍だったが、現在はGDPの10倍に迫る。つまり金融資産で投資を繰り返すことが出来る人は幾何級数的に富を増やせる。所詮、金融資産は国がいくらでも発行出来る貨幣(価値)に過ぎないが、これに便乗できる者は濡れ手に泡である。

 

 

 

 

D 福祉と労働政策の後退; 80年代以降に国民を苦しめる施策が始まった。累進課税の縮小、企業や富裕層への優遇措置、タックスヘイブンへの資金や税金の海外逃避がより富裕者を富ませ、税収が大幅に減少し福祉予算に廻せる余裕は無くなった。また労働組合の弱体化は賃金上昇を阻んだ。失業と転職対策の不備は、グローバル化とIT革命に対応できない労働者を苦境に追い込んだ。また福祉政策の交代は、差別されている人々や失業した家庭が再起する機会を奪った。これらは低所得者に厳しい施策です。現実にアメリカンドリームが廃れていっているのが確認されている。

 

E 移民労働者; 移民労働者が80年代から2020年半ばまでに5000万人が米国に流入し、総人口比は14.5%になり、増加傾向にある。これが経済に与える影響は概ねプラスです。労働力と消費、さらに納税が増え、経済は上昇し、財政赤字が減る。また高齢化を是正する事にもなる。しかし不安材料もある。一部の低技能作業で仕事の奪い合いになり賃金低下が起こり、また地方自治体の公共サービスや行政費が上がる可能性があるが短期的な影響に留まるとされている(移民の子供が税を負担する)。

 

 これら5つの要因が、米国の格差拡大を生み出している。一言でいうと、金持ちはより金持ちになり、弱者と貧しい者は取り残される社会を政治が作り出したといえる。一番分かり易いのは、産業構造が変化するのなら失業者は当然生まれる、そこで転職と教育で労働者を援助すれば、これほど大きな問題にはならなかった。北欧はこの問題を解決してきたからこそ、幸福度と一人当たりGDPを共に勝ち得ているのです。少なくともグローバル化だけが悪いのでは無い。移民問題も同様に、経済や格差に大きな影響を与えていない。問題の本質は、多くの米国民が真実から眼を逸らされていることにある。

 

 

 

3-4 これから起きる金融危機に備えて

 

 米国の株価は絶好調です。もし、あなたが1993年にS&P500を買っていれば2026現在の評価額は18倍になっている。配当金を含めると32倍で、年利11%にもなる。これでは投資しない方が愚かに思える。ところが富裕層以外にとっては困難な問題が付き纏う。

 

 

 普通、年金や保険の資金の何割かは株式で運用される。しかし株は乱高下し、世界大恐慌で89%、ITバブルで83%、リーマンショックで57%下落した。つまり、高値で買うと1/10~1/2に資産を減らす。何時が買い時なのか? このグラフを見ると、うかつに手を出すのが怖くなる。基本は余裕資金での長期運用です。

 しかし金融危機の怖さは、株による損だけでは無い、中間層以下が長期にわたり困窮する羽目になることです。リーマンショック時、米国で起きたこと。8兆ドルの家計資産が消滅、600万件の住宅が差し押さえられ、800万人の失業(失業率は10%)、数百万人が医療保険を失い、自殺者は5千人増えた。米国で無保険は病院に行けず、場合によっては死の宣告に等しい。

 


 ところが、富裕層にとってはバブル崩壊後の景色は異なるのです。左のグラフは米国の所得階層毎の所得の推移を示しています。2000年のITバブル後に注目します。上位トップ1%は飛び切り増やし、上位10~20%も増やしています。下位80%では所得が戻るか、低い層ほどさらに減り、30年ほどで、ダラダラ下がり続けている。

 

 政府は金融産業の規制を避け、投機が旺盛になり、バブル崩壊が続く為に、格差が拡大している一面もあるのです。バブル崩壊時に、富裕層が素早く所得を挽回出来る大きな理由は、政府が大企業を潰さないために、リーマンショックでは救済金100兆円程をつぎ込み、景気回復に巨額資金を金融企業等に重点的に注入するためです。



 こうして米国は群を抜いて、経済格差が大きいのです。つまり、格差は人為的なものです。同じ資本主義ながら、経済システムを適正に行えている北欧で格差が少ないのは当然なのです。如何に金融危機が恐ろしいかが分かっていただけたでしょうか。

In the United States, the neoliberalism (small government, free competition, finance-centered) that emerged after the Reagan administration has long eroded society and the economy, leading to a chain reaction of widening inequality, industrial hollowing-out, welfare cuts, immigration issues, fiscal deterioration, and financial crises. As a result, public discontent has accumulated, populism and division have advanced, and a trend seeking “strong leaders” has emerged. This dynamic, which diverts attention from root causes and seeks scapegoats, resembles the eve of Nazism's rise.

 

Underlying this is the historical context where the wealthy and conservative classes, reacting to the crisis of the 1970s, counterattacked against the rights workers had gained and the progress of the welfare state in the first half of the 20th century, pushing forward neoliberalism.

Japan, however, suffered not only from the ills of neoliberalism but also from the legacy of its Meiji-era bureaucracy and militarism, compounded by the impact of occupation policies. This prevented democracy from taking root and left the labor movement immature. Consequently, Japan became the only advanced nation to experience a prolonged decline in national power.

Meanwhile, the Nordic countries moved away from neoliberalism, successfully balancing welfare and capitalism to enhance their citizens' happiness.

Despite the current decline of both the US and Japan matching predictions made by economists two decades ago, most people remain unaware of the true causes, and politicians offer only superficial measures to protect vested interests. Persistent wage suppression policies have made deflation merely the consequence of failing to raise wages.

 

The rise of populist governments in the US is merely the prologue. If authoritarianism advances, it could give birth to the world's largest dictatorship, posing a grave risk of destabilizing the international order. Trump's actions demonstrate the privatization of power, and what is more serious is that the Republican Party and his supporters desire this. Historically, when society descends into chaos, people seek salvation from dictators. These dictators absorb discontent with grand rhetoric, seize power while committing atrocities, and ultimately lead entire nations to ruin. The similarities between Hitler and Trump are a classic example.

 

In recent years, right-wing populism has risen globally, with semi-authoritarianism advancing even in parliamentary systems like Turkey, Hungary, and Japan. Authoritarianism takes root most easily in corrupt societies where information is suppressed, while democratization from authoritarian rule is extremely difficult. Putin's rapid consolidation of power in Russia and his boost in support through invasions of neighboring countries mirror Hitler's tactics, casting a shadow over the outcome of the Ukraine war. Furthermore, the possibility of a deep relationship between Trump and Putin further heightens the international crisis.

Japan borders three authoritarian states and faces the danger of becoming the front line should war break out. It is crucial to pursue diplomacy that avoids the unity of China, North Korea, and Russia, and instead isolates China. History shows numerous examples where a leader's unilateral decisions and the people's misconceptions have led nations to ruin. A broad perspective is needed to avoid repeating the same mistakes.

 

To overcome the world's crises, people must first break free from brainwashing and advance a transformation of consciousness. Successful democratization over the past century required strong reformist will among citizens, charismatic leadership, and international support. Yet in many nations today, conservative elites and the wealthy dominate politics, media, and social networks, while the impoverished are exhausted and lack the strength to rise up. The Nordic countries serve as a model for reform, achieving collaboration between businesses and workers, robust public services, sound finances, and high levels of happiness. But Japan, the US, and the UK must first rebuild their democracies.

 

Meanwhile, right-wing populism and extreme liberalism invite authoritarianism and war, worsening workers' conditions. Liberal democracy and globalization accompanied by appropriate regulation are essential for sustainable development. Industrial hollowing out also stems from policy errors; what was truly needed was support for workers' skill conversion. The Nordic countries implemented this and succeeded. Globalization has also contributed to the development of developing countries and improvements in public health. International cooperation is indispensable for restraining resource exploitation, environmental degradation, and conflicts.

Human progress is built on accumulated reforms, and the history of gender equality is one such example. While predicting the future is difficult, research warning early of neoliberalism's drawbacks exists. Acemoglu points out that laissez-faire technological innovation widens inequality and emphasizes the importance of corrective measures like the New Deal.

 

We, the people, must begin by reclaiming our democracy.

 世界の危機を脱するには、まず人々が洗脳状態から抜け出し、意識改革を進める必要がある。過去1世紀の民主化成功例では、市民の強い改革意識と指導者の存在、さらに国際的支援が不可欠だった。しかし現在の多くの国では、保守層と富裕層が政治・報道・SNSを支配し、貧困層は疲弊して立ち上がる力を失っている。改革の模範は北欧であり、企業と労働者の協働、充実した公共サービス、健全財政、高い幸福度を実現している。だが日米英はまず民主主義の立て直しが必要である。

The world is now facing a crisis, but to escape it, we must undergo a shift in consciousness—or, to put it another way, break free from brainwashing. To begin with, let us look at the nations that have escaped colonial rule and dictatorship over the past century. Essential to their success were the presence of many citizens demanding democratization and leaders to guide them, along with support from the international community. With the will, bloodshed could have been avoided. To reclaim a society for the people, a strong reform consciousness, an understanding of the core issues, and appropriate reform goals were crucial. Achievement never comes solely from the momentum of populism. That said, overturning a society dominated by conservatives and the wealthy (a plutocracy) is an extremely difficult task. Elections are swayed by financial power, parliaments and media are controlled, people are further manipulated by social media, and those struggling in poverty lose the will to rise up.


 One barrier is selecting our reform goals, but the Nordic countries offer a model. For nearly 70 years, the Nordic welfare states have succeeded. Their economic prosperity and happiness consistently rank within the top 10 globally. They also combine outstanding international competitiveness with sound public finances. Moreover, they embrace capitalism, participate in the global economy, and accept over 10% immigrants.

 Unfortunately, before Japan, the US, and the UK can adopt the Nordic approach, they must first restore democracy. This is because the political stances of these nations, and crucially, the underlying public consciousness supporting them, differ too greatly. The essence of Nordic politics lies in businesses and workers collaborating to achieve economic growth and prosperity, while ensuring happiness and peace of mind through comprehensive public services. In fact, this political stance was pioneered in Britain and the US from the late 19th to the early 20th century. Unfortunately, Japan missed this opportunity because it was a militaristic state.


The second barrier is skepticism toward democracy and globalization. Right-wing populism tends to drift toward military dictatorship. Furthermore, the IT entrepreneurs surrounding Trump demand extreme libertarianism. Both of these trends will worsen conditions for workers and increase the risk of war. The conclusion is that liberal democracy and globalization accompanied by appropriate regulation remain essential. Japan and the US have already deviated from democracy. A stark example is that while the real wages of the majority of citizens have stagnated for decades, a super-wealthy class continues to emerge, and gender discrimination remains deeply entrenched.


 Unrestrained globalization has caused various problems. However, we simply need to correct the mistakes in how it was done. Take the hollowing out of domestic industries as an example. Naturally, advanced nations should continuously create new, high-value-added industries, while older industries gradually disappear from within the country. To respond to this, workers must acquire skills to endure job changes, and policies supporting career transitions are essential. Instead, governments have taken the easy way out: directing new investment overseas rather than domestically, pursuing a weak yen, and pledging to protect old industries and workers for popularity, thereby causing national decline. Nordic countries are doing the opposite. On the other hand, globalization itself has enriched many developing nations, raised public health standards, and delivered abundant goods to developed countries. Moving forward, protecting the Earth's limited resources and environment while curbing conflicts demands greater international cooperation. For this reason too, globalization is inevitable.


Human progress has been a continuous series of reforms. We see an example of this in the history of gender equality. The origins of this issue began around 8 million years ago when the ancestors of chimpanzees diverged from humans. Females had to dedicate themselves to long-term childcare, from fetuses with massive brains to infants. This necessitated strong pair bonds with males. This fact drove the evolution of sexual differences between females and males. Later, as human societies began to grow larger, roles diverged: women focused on childcare within the household, while men managed social organizations. This dynamic became recorded in myths and sacred texts, influencing subsequent societies. Eventually, technological progress enabled women's entry into society. Coupled with rising awareness of rights, women demanded the acquisition of rights, leading to the present day. The path to equal rights is long, but it is possible.


Predicting the future is difficult. Economic texts written in the 1970s to 1990s failed to foresee the current economic disparities, divisions, and industrial hollowing out. It wasn't until the 2000s that voices began pointing out the impending demise of the neoliberalism that started in the 1980s. While few Japanese, save for a handful, could read the economic undercurrents and consider the workers' perspective, some Americans sounded crucial warnings and accurately predicted the present.


Finally, let's examine Acemoglu's book, “The 1000-Year History of Technological Innovation and Inequality.” The author argues that if ongoing technological innovation is left unchecked, it will actually worsen society as a whole. He cites the British Industrial Revolution and the dawn of the automobile in early 20th-century America as bad examples, and Roosevelt's New Deal policies as a good example of a solution. Furthermore, he asserts that under the current neoliberal economic system, deterioration is inevitable.


We, the people, must begin by reclaiming our democracy.

 今、世界は危機に晒されているが、これから脱出するには意識改革、言い方を変えれば洗脳から脱するしかありません。手始めに、ここ1世紀の植民地支配や独裁から脱出した国々をみます。そこには、民主化を求める多くの市民とそれを導く指導者達の存在が不可欠であり、また世界の支援も必要だった。意思があれば流血を避けることは可能だった。国民の為の社会を取り戻すには、強い改革意識、問題の本質の理解、適正な改革目標が重要でした。けしてポピュリズムの勢いだけで事は成就しない。そうは言っても、保守層と富裕層に牛耳られた社会(金権政治)にあって、これを覆すことは至難の業です。資金力で選挙は左右され、議会と報道はコントロールされ、さらにSNSで踊らされ、貧しさに喘ぐ人々は、立ち上がる気力を失くしている。

 障壁の一つは我々の改革目標の選定ですが、模範例は北欧にある。北欧は70年近く福祉国家として成功しています。経済的豊かさと幸福度は全世界で、いつも10位以内にあります。さらに抜群の国際競力と健全な財政を併せ持ちます。しかも資本主義を受容し、グローバル経済と10%を越える移民受け入れている。
 残念ながら日米英は北欧のやり方を取り入れる前に、民主主義を取り戻すことが先決です。なぜなら、両者には政治姿勢だけでなく、それを支えている国民の意識があまりにも違い過ぎるからです。北欧政治の神髄は、企業と労働者が協働して経済成長と豊かさを手に入れ、幸福や安らぎを充分な公共サービスでカバーしていることに尽きます。実は、かつてこの政治姿勢は、19世紀後半から20世紀前半の英米で率先して取り入れられていたのです。残念ながら日本は軍事国家だった為に、このチャンスを逃しました。

 二つ目の障壁は、民主主義とグローバル化への疑念です。右翼ポピュリズムは軍事独裁に走り易い。またトランプ周辺のIT企業家は極端な自由主義(リバタリアン)を求めている。この二つは戦争誘発と労働者の待遇をより悪化させることになります。結論は、自由民主主義と適切な規制を伴うグローバル化が、今後も必要です。日米は既に民主主義から逸脱している。その端的な例は、大半の国民の実質賃金が数十年も横這いでありながら、超富裕層が続々と生まれ、男女差別が強く残っている事にある。

 野放図なグローバル化が様々な問題を引き起こして来た。しかし、やり方の間違いを正せば良いのです。その例として国内産業の空洞化を見ます。本来、先進国は絶えず付加価値の高い新規産業を創出し続け、古い産業は国内から徐々に消えるのが自然なのです。これに対応するために労働者は転職に耐えるスキルアップと転職支援の政策が不可欠なのです。ところが政府は安直に、新規投資を国内ではなく海外に向け、円安を目論み、人気取りの為に古い産業と労動者の保護を謳い、国を衰退させてしまったのです。この逆を北欧は行っているのです。一方で、グローバル化こそが、多くの発展途上国を豊かにし、公衆衛生の水準も向上させ、先進国に豊かな商品を届けるようになった。今後、地球の限られた資源と環境を守り、紛争を抑制するには、一層の国際協調が迫られます。この為にもグローバル化は必然なのです。

 人類進歩は改革の連続でした。その例を男女平等の歴史から見ます。この問題の発端は約800万年前、チンパンジーの祖先とヒトが分岐した時に始まった。メスは、巨大な頭脳を持つ胎児から幼児迄、長期に育児に専念しなければならなかった。これはオスとの強力な配偶関係を必要とした。この事がメスとオスの性差を進化させた。後に、人間社会が大きくなり始めると、家庭で育児に専念する女性と社会組織を操る男性に役割が別れていった。この事が、神話や聖典に記され、後の社会にまで影響を与えるようになった。やがて技術進歩により女性の社会進出が起こり、権利意識の向上が相俟って女性から権利獲得が求められ今に至っている。権利平等への道のりは長いが可能なのです。

 未来を予測することは難しい。1970~90年代に書かれた経済書には、現状の経済格差、分断、産業空洞化を予測出来たものはなかった。1980年代に始まる新自由主義の末路を指摘し始めるのは2000年代になってからです。経済の底流を読み、かつ労働者の立場を考察した日本人は数人を除いていなかったが、米国人には、非常に重要な警鐘を鳴らし、的確に今を予測していたものがあった。

 最後に、アセモグル著「技術革新と不平等の1000年史」を取り上げます。著者は、現在進行中の技術革新を自由放任すれば、社会全体をむしろ悪化させると説く。著者は、その悪い例として英国の産業革命、20世紀初頭の米国の自動車黎明期を、その打開策の好例として、ルーズベルトのニューディール政策を挙げている。さらに現在の新自由主義経済のままでは、悪化は必定としている。

 我々国民は、先ず民主主義を取り戻すことから始めなければならない。

Series Reclaim your prosperous life! Before the crisis hits Part Ⅱ: Summary



In Part I, we saw that the Trump administration's rise stemmed from populism surging within an exhausted society. However, this is likely merely the prologue to a tragedy. It signifies the birth of a dictator who now controls the world's largest military power and poses a growing threat of plunging the world into war. Trump's words and actions in the White House demonstrate authoritarianism and self-serving behavior, clearly revealing his dictatorial tendencies and steadily advancing his dictatorship. What makes this even more frightening is that this is precisely the direction the Republican Party and his supporters desire. His business history, too, offers little to be proud of. It shows no concern for the vulnerable, instead highlighting the self-centeredness typical of dictators.


In chaotic societies, people often seek out dictators. Yet, strangely, they place complete trust in these dictators, only to be betrayed time and again. A clear example is the comparison between Hitler and Trump, revealing how strikingly similar they are. Many dictators and their societies share common traits. Conversely, even if Trump were to disappear, if the social conditions remain the same, another figure would simply rise to take his place.


 Over the past fifteen years or so, right-wing populism has swept the world, and the number of countries becoming dictatorships has increased. For Japanese people today, it may be difficult to feel close to a dictatorship, but countries with parliamentary systems where changing governments is difficult, such as Turkey, Hungary, and Japan, can also be considered semi-dictatorships to varying degrees. Looking at the world, countries where society is corrupt and information is easily concealed tend to slide into dictatorship easily. Conversely, transitioning from a dictatorship to a democracy is not impossible, but it is extremely difficult.


Tracking Hitler's career reveals the connection between a society's exhaustion and the birth of a dictator. Those aiming for dictatorship tell tall tales promising instant resolution of grievances, exaggerating them as much as possible to capture the public's heart. Subsequently, dictators will commit any atrocity to seize power. Yet, the populace and domestic/foreign politicians, trapped in wishful thinking, overlook these atrocities, allowing the dictatorship to solidify. Dictators possess the requisite mindset (such as personality disorders), leading them down a path of self-destruction that drags the nation down with them. Comparing Hitler and Trump reveals startling similarities.


 Putin holds the key to a world war. What makes him formidable is that he seized control of Russia in just over a decade—faster than Hitler. This was possible precisely because Russian society was in complete collapse, rife with corruption. What makes him even more terrifying is that he invaded, conquered, and subjugated neighboring countries. This restored and further boosted his popularity. It was precisely the same tactic Hitler used to advance from territorial recovery to expansion, gaining immense popularity. Viewed this way, the future trajectory of the current Ukraine war should become clearer.


However, Putin isn't the only frightening one. If Trump and Putin are connected, the crisis escalates further. Observing their covert dealings over the past decade, Putin has at least repeatedly rescued Trump from crises and backed him in presidential elections. Even if Trump didn't explicitly request Putin's help in his presidential campaign, he has knowingly allowed Putin's intentions to run their course. Observing the current peace negotiations for the Ukraine war, one can find much to nod in agreement with. Regarding this war, Ukraine bears almost no fault; it is merely one of Putin's plans. In other words, overlooking the war and relying on Trump is dangerous.


 

Japan is in a disadvantageous position. It borders three dictatorships possessing nuclear weapons, while the United States lies across the sea. Should war break out, the Japanese archipelago would become the first battlefield. This is where Japan's diplomatic strategy is put to the test. The worst-case scenario is the three dictatorships colluding to initiate war. At the very least, a strategy to sow discord—ensuring China distances itself from North Korea and Russia—is crucial. Under current circumstances, comprehensive military support from the United States for Japan cannot be expected. Therefore, antagonizing China is not a wise course for Japan. While it is difficult to discern which of China or Russia might resort to reckless action, misjudging this could lead to catastrophe.

Japan's current state of narrow-mindedness is deeply concerning.


Finally, consider the Vietnam War, where the US intervened advocating the prevention of communist expansion only to suffer a crushing defeat, and Japan's war, where despite achieving the glorious Meiji Restoration, it plunged into military dictatorship and self-destruction. While their backgrounds differ, both are classic examples where the narrow-minded convictions of top leaders, coupled with the inherent nature of leaders and citizens to become trapped once deep in a situation, led to disastrous outcomes. Japan, in particular, saw the human and financial burdens of war gradually tighten the noose around its own neck.

 第Ⅰ部で、トランプ政権誕生は、疲弊した社会に湧き上がったポピュリズムによる事を見ました。しかし、これは惨劇に至る、ほんの序章に過ぎないだろう。それは独裁者誕生であり、世界最大の軍事国家を牛耳り、かつ世界を戦争の渦中に投げ込む恐れが高まっている事を指す。トランプのホワイトハウスでの言動は、強権と私物化を示しており、彼の独裁志向が如実に現れており、着実に独裁化が進んでいる。さらに、この事さえも共和党や支援者が望んでいる方向だけに恐ろしい。彼のビジネス歴も、多くは誇れるものではない。そこには弱者への目線は無く、独裁者にありがちな身勝手さが際立っている。

 

 混乱した社会にあって、国民は独裁者を求めるものだが、不思議に独裁者に全幅の信頼を置き、遂には裏切られた歴史は後を絶たない。分かり易い例として、ヒトラーとトランプを比較してみると、如何に似ているかがわかる。多くの独裁者とその社会には共通点があります。逆に言えば、トランプが消えても、社会状況が同じであれば、替わりの人物が浮上するだけです。

 

 ここ15年ほど、世界は右翼ポピュリズムが吹き荒れ、独裁化している国が増えています。今の日本人にとって独裁国家を身近に感じることは難しいが、政権交代が困難な議会制の国、例えばトルコ、ハンガリー、日本なども、程度の差はあるが半独裁状態と言えます。世界を見ると、社会が腐敗し、情報が隠蔽され易い国は独裁化が簡単に進みます。一方、独裁国家から民主国家になるのは不可能ではないが非常に困難です。

 

 ヒトラーの経歴を追うことで、疲弊し社会と独裁者誕生の関りが見えて来ます。独裁を目指す者は不満が一気に解消するようなホラ話を、しかも出来るだけ大きく語り、国民の心を掴む。次いで独裁者は政権奪取の為には、如何なる悪行もこなすが、国民や内外の政治家は希望的観測に囚われ、その悪行を見過ごす内に、独裁は完成してしまう。独裁者はそれにふさわしい精神(人格障害等)を持っているが為に、最後は自滅の道を進み、国家も道連れにしてしまう。ヒトラーとトランプを比較すると、その類似点に驚愕するでしょう。

 

 世界大戦の鍵を握るのはプーチンでしょう。彼が凄いのは、ヒトラーよりも短い10年余りでロシアを牛耳ったことです。まさにロシア社会が完全に破綻し、腐敗が横行していたからです。さらに彼が恐ろしいのは、周辺諸国に侵攻し、勝利し、支配したことです。これは彼の人気を挽回し、さらに高めた。まさにヒトラーが領土挽回から拡大へと進め、絶大な人気を得たのと同じ手口でした。こうしてみると、現在のウクライナ戦争の先行きが見えて来るはずです。

 

 ところが恐ろしいのはプーチンだけでは無い。もしトランプとプーチンが繋がっているとしたら、危機はさらに高まる。ここ10年以上のトランプとプーチンの裏の動きを見ていると、少なくともプーチンはトランプを幾度も危機から救い、また大統領選挙でバックアップしている。トランプは、プーチンに大統領就任工作を依頼していなくても、彼の意図を知りながら放任している。現在のウクライナ戦争の和平交渉を見ていると、頷けることも多いはずです。この戦争について、少なくともウクライナ側に、ほぼ非は無く、プーチンの計画の一つに過ぎない。つまり、戦争を看過すること、トランプに頼るのは危険です。

 

 日本は不利な立場にある。つまり核兵器を持った三っの独裁国家と接し、対岸には米国がある。戦争が始まれば、日本列島は真っ先に戦場になる。ここで日本の外交戦略が問われる。一番拙いのは、三つの独裁国家が結託し、戦争を始めることです。少なくとも、離間の計、中国が北朝鮮とロシアから離れることが重要です。現状では米国による日本への全面的な軍事支援は期待出来ない。つまり、日本は中国と敵対することは得策ではない。中露のどちらが暴挙に出るか見分けるのは困難だが、見誤ると大惨事になる。

今の日本は視野狭窄に陥っているので不安です。

 

 最後に、米国が共産主義拡散の防止を唱え介入したが、無残な敗北を喫したベトナム戦争と、日本が

栄光の明治維新を遂げながらがも軍事独裁に走り自滅した戦争を例に取り上げます。それぞれ背景に違いはあるが、政権トップの狭窄な思い込みと、深みに嵌ると抜け出せなくなるトップと国民の性(さが)が、悪い結末を招く典型例がそこにはある。日本は特に、戦争による人的・金銭的負担が、自らの首を締めっていった。

 

 この第Ⅱ部では、独裁国家誕生と世界大戦の危機が迫っていることと、日本の外交戦略について語りました。

 Over the past half-century, events unfolding in the United States have fueled discontent and anxiety within society. Populism has stoked divisions, leading to the current political turmoil in America. Half of the American people even cheer on President Trump's extraordinary words and actions. These two phenomena stem from a shift in policy. It began with the Reagan administration, where neoliberal policies—free competition (deregulation), small government (tax cuts), and financial emphasis (money supply)—became a watershed, steadily exhausting society and the economy.

While the U.S. continues economic growth by driving technological innovation, the real wages of half its citizens have remained flat for nearly 30 years, while the wealthy have grown richer. Domestic industries moved overseas, the IT revolution accelerated, and many domestic workers were forced into unemployment or low-wage jobs. Simultaneous cuts to welfare budgets and public services compounded the hardship, making recovery difficult for the disadvantaged and shattering the American Dream. Furthermore, economic collapse in South America and conflicts worldwide led to a surge of immigrants and refugees into the United States. Immigrants began to be seen as the primary cause of job loss for unskilled workers and, to conservatives, as destroyers of culture. Repeated U.S. wars and massive tax cuts increased government deficits, forcing further reductions in public services and foreign aid. An overemphasis on monetary policy and deregulation backfired, leading to recurring bubbles and financial collapses, which further widened the wealth gap.


 Thus, while the world's wealthiest individuals concentrated in the United States, the ranks of the poor swelled. Compounding this, excessive deregulation (dismissing media fairness, removing limits on political contributions) proved disastrous, making biased, inflammatory reporting and money-driven politics inextricable. Consequently, politics and the media became manipulated by financial power, reducing democracy to a mere formality. The majority of citizens were exposed daily to extreme wealth inequality. Despite politicians repeatedly proposing novel reforms, the situation has only worsened over the past 40 years. To escape this predicament, a strong leader was sought. This figure declared the problem easily solvable, pinpointing the root cause as the Deep State and vowing to crush it.


 This situation in the United States appears to be a harbinger of tragedy, reminiscent of the precursors to the rise of the Nazis. It seems nothing more than a refusal to confront the true causes of decline, seeking instead a scapegoat. The shift to neoliberalism that created this situation can be summed up in one phrase: “The wealthy and conservative classes launched a counterattack against citizens and the working class, and succeeded spectacularly.” This vendetta dates back 150 years. As the Industrial Revolution drew to a close in Britain, workers rose up demanding improvements to their deteriorating working conditions. They subsequently achieved various rights (the right to strike, universal suffrage) through the first half of the 20th century. This led Western nations to embrace aspects of the welfare state (progressive taxation, expanded public services). Backlash against this grew among the wealthy and conservative classes, and using the oil crisis as a catalyst, they launched a counteroffensive.

 

 Japan faced not only the problems of neoliberalism but also two additional burdens, making it the only advanced nation to see its national strength continuously decline. This was largely due to its bureaucratic state since the Meiji Restoration (feudal-clan bureaucracy, military dictatorship) and the occupation by the GHQ (subordination to the US, long-term single-party rule). This could be attributed to democracy failing to take root, and its detrimental effects are starkly evident in Japan's labor movement history and the privatization of the national railways. These manifest as union busting, increased non-regular employment, civil service cuts, a declining labor share of income, and yen depreciation. These factors have also contributed to Japan's current workplace environment ranking lowest among developed nations.


 However, there are nations worldwide that have parted ways with the neoliberalism championed by Japan, the US, and the UK. Countries in Southeast Asia, the Indian Ocean region, and Northern Europe have improved capitalism within the globalized economy, achieving greater national well-being. China, despite being a communist state, has achieved what was thought impossible: remarkable economic development and technological innovation. Furthermore, protests challenging the status quo are occurring globally, and scholars are sounding the alarm and proposing solutions.


 The current deterioration in the US and Japan has unfolded exactly as American economists predicted two decades ago, though unfortunately, many remain unaware. Those deeply entrenched in vested interests, including politicians, fail to convey the truth. Their solutions are either superficial or designed solely to protect those interests. In the 1980s, they claimed wage increases caused inflation and pursued policies to suppress wages. Now they claim deflation is the problem. Deflation is simply the result of suppressing wage growth. Therefore, it offers no improvement for the majority of the population.


I wrote this first part to make this current situation easier to understand. The second part showed how this situation could lead to dictatorship or war. In the third part, I introduced encouraging signs that inspire courage, aiming to break through the current impasse.

 この半世紀、米国で起きている事が、社会に不満と不安を募らせ、ポピュリズムによって対立が煽られ、今の米国政治の混乱を招いている。半数の米国民はトランプ大統領の尋常ではない言動さえ大喝采を送っている。この二つの現象は、ある政策への転換が引き起こした。その始まりは、レーガン政権からで、自由競争(規制外し)、小さな政府(減税)、金融重視(貨幣供給)の新自由主義政策が画期となり、確実に社会・経済を疲弊させた。

 米国は技術革新を牽引しながら経済成長を続けているが、半数の米国民の実質賃金は30年近く横這いのままとなり、富裕者はより富裕になっている。国内産業は海外に出て行き、IT革命も加速し、多くの国内労働者は失業か低賃金労働への転職を余儀なくされた。折からの福祉予算、公共サービス削減が追い打ちをかけ、敗者復活が厳しくなり、アメリカンドリームは潰えた。さらに南米の経済破綻や世界各地の紛争のあおりを受けて、米国への移民や難民が殺到した。移民は未熟練労働者にとっては、職を奪う元凶と見做され、また保守層にとっては文化の破壊者と見做され始めた。米国の度重なる戦争と大減税が政府の赤字を増大させ、益々国民サービスと海外援助を縮小せざるを得なくなっていった。金融政策偏重と規制緩和が仇となり、バブルと金融破綻が繰り返すようになり、これがまた貧富の差を拡大させている。

 こうして米国に世界最大の金持ちが集中する一方、貧困層が増大した。この事と相俟って、過度の自由化(報道の公正不要、政治献金の限度無し)が災いし、偏向し煽る報道と金権政治が抜き差しならぬものになった。こうなると、政治と報道は資金力で操られるようになり、民主主義は形だけとなった。大半の国民は、極端な貧富の差に日々晒され、政治家が目新しい改革を幾度唱えても、ここ40年悪化し続けるばかりだった。このような状況から抜け出すに為に剛腕な指導者が求められた。その人物は、いとも簡単に解決可能と言い切り、その根源はディープスティトであって、私なら叩き潰せると言う。

 

 この米国の状況は、惨劇の前触れであり、かつてのナチス台頭の前兆のように映る。そこには、真の衰退原因から目を背け、スケープゴートを求めているようにしか見えない。この状況を生んだ新自由主義への転換を一言で言うと「富裕層と保守層が、市民と労働者層への反撃に出て、大成功をおさめた」に尽きる。この因縁は150年前にありました。英国で産業革命が終盤を迎えた時、労働者らが悪化する労働条件の改善を求めて立ち上がり、その後20世紀前半まで、様々な権利獲得(スト権、普通選挙権)を成し遂げていった。これにより、欧米は福祉国家(累進課税、公共サービス増大)の一面を担うようになっていた。これへの反発が富裕層と保守層に高まり、オイルショックを切っ掛けに、彼らは巻き返しを図った。

 

 日本には、新自由主義の問題に加えて、さらに二つの問題が圧し掛かり、先進国中、唯一国力を下げ続けることになった。これは明治維新以来の官僚国家(藩閥官僚制、軍事独裁)とGHQ駐留(米国従属、一党長期政権)が大きい。これは民主主義が育たなかったからとも言えるが、日本の労働運動史と国鉄民営化に、その悪しき影響が如実に見られる。それは労働組合潰し、非正規雇用増大、公務員削減、労働分配率低下、円安等に現れている。これらもあって、現在の日本の職場環境が、先進国中最下位になっている。

 

 しかし世界には日米英が率先垂範した新自由主義と袂を分かった国々があります。東南アジアやインド洋、北欧の諸国は、グローバル化経済にあっても、資本主義に改善を加え、国民の幸福を手に入れている。中国も共産主義国家でありながら、不可能と思われた経済発展と技術革新を行った。また、現状に異を唱える各地のデモと、警鐘を鳴らし対策を提示する学者もいる。

 

 今の米国や日本の悪化は、米国の経済学者らが20年はど前から指摘していた通りになったが、残念ながら多くの人は知らない。政治家も含め既得権益にどっぷり浸かっている人々は真実を伝えず、また解決策も表面的か、既得権益を守る方法でしか行わないのです。1980年代、賃金上昇がインフレを招いたと言って、賃金を下げる政策をとり続け、今はデフレが悪いと言っている。デフレは賃金を伸びないようにしたからに過ぎない。したがって、大半の国民にとって良くなることはないのです。

 

 この現状を理解し易いように、この第1部を書いたのです。第二部は、この状況から独裁や戦争に至る可能性を示しました。第三部では、何とか現状を打破する為に、勇気が湧く明るい兆しを紹介しました。
