I introduce the film “Terraferma” that was filmed on location in a small beautiful island of Italy.
In 2013, when refugees hadn't become big problem in Japan, I saw this film and was shocked.
今日は、イタリアの小さな美しい島で撮影された映画「海と大陸」を取り上げます。
日本で難民があまり問題になっていない２０１３年に、私はこの映画を見て、衝撃を受けました。

It was made in Italy in 2011.

The setting is a small island being full of pleasure guests in the present day, and the story opens with a young fisherman Filippo rescues some refugees that are drifting from Africa at sea.
This island's people intend to change its economy from fishery that continued to decline to tourist business.
Filippo is puzzled among mother who wants to begin new life on the mainland, an uncle who turned to tourist business, and a grandfather who are going to continue fisherman.
In this sea area, drifting refugees from Africa increase increasingly, and the dead bodies are washed ashore of this island frequently.
One day, Filippo and the grandfather rescue a pregnant mother and child of refugee, and shelter them in house.
This holy act will cause disturbance.

舞台は現代、観光で賑わう小さな島の若い漁師フィリッポがアフリカから流れ着いた難民を救ったことから話は展開する。
この島は衰退の一途をたどる漁業から観光に転換しようとしていた。
フィリッポは漁師を続けようとする祖父、観光業に転じた叔父、本土で新生活を始めたい母との間で戸惑う。
この海域には、日増しにアフリカからの難民が漂流し、島に死体が打ち上げられることも度々だった。
そんなある日、フィリッポと祖父は難民で身重の母子を救い、家で匿うことになる。
この尊い行為が波乱を呼ぶことになる。

One day, Filippo find refugees from fishing boat.
The grandfather saves the mother and child without hesitating, and Filippo shelters it in his house in violation of a law.
The pregnant mother gives a birth in the house.
ある日、出漁していて難民のボートを発見します。
海の掟を重んじる祖父は躊躇することなく母子を救い、法に違反して家に匿う。
そして、その身重の母は出産します。

Filippo helps with tourist business of his uncle, remodels his home, and starts a guesthouse together with mother.

Most of the opinions are negative for refugees.

多くは難民に否定的である。

His mother who was against sheltering refugees at first becomes sympathizing with the mother and child before long.
One day, the grandfather decides to smuggle the mother and child to mainland that her husband lives in.
Filippo departs taking the mother and child on a small fishing boat at the midnight, and the film becomes last.
難民を匿うことに反対だった母も、やがて母子に共感するようになる。
ある日、祖父はこの母子を彼女の夫がいる本土に密航させることを決断する。
フィリッポは真夜中に小さな漁船に母子を乗せて出港し、映画のラストになる。
There is the whole film of 1 hour and 29 minutes in YouTube, and it is not Japanese.
YouTubeの映画全編1時間29分、日本語ではありません。
Impression
This film, without terminating in the happy ending, casts a difficult problem, and impresses us with a certain thing deeply.
It is refugees that must do a voyage risking own death, and persons that cannot stop saving refugees.
About refugees
Should we rescue refugees from humanitarian viewpoint, or refuse them for stopping social anxiety?
Now, a reason that Europe and America drift to the right is due to the public opinion of refugee’s refusal becoming strong.
Such scapegoat has been repeated historically.
The ground of the refusal is that refugees invite the decline in the security situation and the increase of unemployment rate.
We cannot ignore this reason, and if you regard the rescue of refugees as only humanitarianism being void, this argument is putting it too bluntly.
This continues next time.
感想
映画は、ハッピーエンドで終わることなく、私達に難問を投げかけ、あることを深く印象付けた。
それは死を賭して渡航する難民、それを救わずにはいられない人間の存在です。
私は切実な難民問題と解決の困難さを知り、２年後のクロアチア旅行で思い知ることになった。
難民について
難民を人道的立場から救出すべきか、それとも社会不安を助長しないように拒絶すべきか？
現在、欧米が極右化しているのは、歴史的に繰り返されて来たスケープゴート、難民拒絶が強まっているからです。
拒絶の根拠は難民が治安悪化と失業率の増大を招いていると言うものです。
これを偏見と無視することは出来ませんので、救出を人道的な絵空ごとと捉えてしまえば、身も蓋もありません。
次回、この問題について考察します。
