Last time, we saw that the globalization was in a natural way, and then the reaction of the globalization was easy to occur and was a dangerous incident.What should we do?
前回、グローバル化は自然の流れであり、かつグローバル化の反動は起こり易く危険であることも見ました。
私達はどうすれば良いのでしょうか？
Preface
According to a Greek myth, Prometheus God stole a fire from the sky, and gave human beings.
Is this fire bringing human beings benefit or evil?
In the same way, a question "Is the globalization an enemy or a friend?" is meaningless.
はじめに
ギリシャ神話によると、プロメテウス神は天上の火を盗み人間に与えた。
この火は人間に恩恵と弊害、どちらをもたらしたのでしょうか？
これと同様に質問「グローバル化は敵か味方か？」も無意味です。

The root of the evil of an ongoing globalization now
As we already saw in this series, the disparity progressing on Japan and the world is more like the action behind the scenes of multinational enterprise and Hedge funds.
We will simply look at a movement of the current world economy.
The Japanese industrialist and worker raised the export power desperately.
The economic force improved before long and it caused the strong yen, and the export industry began to suffer from steep rise in sales price.

As for this, the competition country also is the same.
Then some countries began to use prohibited strategy.
But it isn't an illegal act yet.
It is a merger of big banks or huge company, a large reduction of taxes, a wage restrain, a deregulation of pollution control, and a currency manipulation, for the purpose of carrying out for industrial competitiveness reinforcement.
These countries began to do a cheap economic boost in parallel with it.
It was a public work project once, but right now, it became an enormous currency circulation being spread in the world.
The economical corruptness is spreading by combining with these.
Most of these techniques are advantageous to larger country.
This corruptness spread so that bad money drives out good money while each country has been exposed to competition before anyone knows.
現在起こっているグローバル化の弊害の根にあるもの
この連載で既に見た世界や日本で起きている格差の拡大と第２６話のヘッジ・ファンドや多国籍企業の暗躍との間には通じるものがあります。
今の世界経済の動きを簡単に見てみましょう。
日本の企業家と労働者は必死になって輸出力を高めました。
やがて経済力が向上し円高になり輸出産業は販売価格の急騰に苦しみ始めます。
注釈１
これは競争相手国も同じです。
すると何処かの国が、禁じ手を使い始めます（まだ違法行為ではありません）。
それは産業の競争力強化の為に行われた大銀行や巨大企業への合併、大減税、賃金抑制、公害防止の規制緩和、為替操作などです。
これと並行して国は安直な景気浮揚策にも手を染めて行きます。
一昔前までは公共事業（土建工事）でしたが、現在は世界を駆けめぐる膨大な通貨発行（信用創造）です。
これらが相俟って、経済的な悪弊が広がっている。
これらの手法の多くは大国にとって有利です。
いつの間にか各国が競争に曝される中で、悪貨が良貨を駆逐するように、悪弊が広がっていったのです。
Then what should we do?
There is only one answer.
The world must obey minimum positive criterion along with doing free competition.
Europe and America could do it till the 1970s once, but it became impossible now in one country.
Piketty assumes that it is necessary the world enforce a progressive tax to property in cooperation without the omission to prevent disparity.
それではどうすれば良いのでしょうか？
上記への対策は一つしかありません。
世界が自由競争を行いながら最小限度の規範を守ることです。
これを１９７０年代までは欧米先進国で出来ていたのですが、現在は一国内では不可能になりました。
ピケティは格差を防止するために資産への累進課税を、抜けがないように世界が協力して行うことが必要だとしています。

Can the world cooperate?
We will look back to history a little.
There is a strange text in Code of Hammurabi of the 2nd millennium B.C.
“A merchant had purchased a slave in foreign country and returned to his home. After that, an original owner of the slave appeared. Then if it is true, he must release the slave in the case of a fellow countryman.”
The detail is unclear, but it may be a first law of recognizing the right of person being out of the domain at least.
There also is the text of the law of recognizing the right of person being out of the domain in "Roman law" and "Lex rhodia de jactu " of about the first century A.D.
"You should help person of wrecked ship and return the owner the cargo"
It was really a problem discussed from ancient Greece era even if there was plunder.
There was a purpose of promoting the trade with other countries by keeping the security of the voyage and fairness of the business.
In other words, even ancient society disciplined oneself, and planned developing together with other countries.
There is not a reason that we cannot so today, but wisdom for it is necessary.

世界は協力することが可能だろうか？
少し歴史を振り返ってみましょう。
紀元前２千年紀のハムラビ法典に、奇妙な法文がありました。
「商人が外国で奴隷を購入し帰国した際、その奴隷の元の所有者が現れ、それが事実であれば、同国人の場合は開放しなければならない。」
詳細は不明ですが、少なくとも領域外の人の権利を認めている初出の法律かもしれません。
紀元１世紀頃の「ロード海法」、後の「ローマ法」にも、領域外の権利を認めた法文があります。
「難破船の人を救助し、積み荷を持ち主に返却すべき」
実際には略奪があったでしょうが、古代ギリシャ時代から議論されていた問題です。
そこには取引の公正や航海の安全を図ることによって、他国との商業や交易を促進する目的があった。
つまり、古代社会ですら、自国を律することにより他国間との発展を企図していたのです。
現代の私達に、出来ない理由はないはずです、智恵は必要でしょうが。

注釈１．基本的には国内産業を守るために輸入規制をすることが問題で、他にも円高を防ぐ手はあるが、費用発生とインフレの問題、また外国からの非難がつきまとう。
