ピケティの資本論 22: よくある偏見 2

This time also, I think about a prejudice against the book written to rebuke society.

Preface

There may be person having such impression of the book of Piketty.
“If capitalism is denied, is it nothing more than communism?”
We think about this.

はじめに
ピケティの本にこんなイメージをお持ちの方がいるかもしれません。
「資本主義を否定したら共産主義ではないか!」
このことについて考えます。

Capitalism or communism?  Is this question significant?
Neither Piketty nor Krugman denies capitalism.
But Krugman seems to have said that there was a good time in 1950–1970.

I'll mention the current state of major countries briefly here.

North Europe is a capitalist system, but also a nanny state.
The tax and social security expenses of the people become approximately 55% in total.
In these countries, the GDP per one person, the happiness index and the human development index are always top ranking.
Even the same capitalist system, there is a difference in disparity between Japan and the United States at present.
China is a communism system, but it takes in a market economy, and keeps growing.
Emerging economies including China have a big disparity roughly, but most part is less than the United States.

In other words, the content of the capitalism system are multifarious.
The difference of disparity seems to greatly depend on the history and the political awareness of each country.

On the other hand, Iceland that gathered a great deal of money for economic revitalization from many foreign countries, it went out of control and faced a predicament.
Spain and Greece that accomplished the economic development by much debt suffered from repayment of each country because the economic bubble burst.
Many countries wish the economic development and repeat the bubble burst beyond the border every approximately ten years, and the world economy seems to be gasping.
This problem extends far beyond the economic system of one country.

On the other hand, the Soviet Union established a communism system for aiming at the equality, and it collapsed.
The failure of the communism has an economic theoretical mistake, but the biggest factor is that the government was going to control the all economy in the center.
Especially, the absence of market economy became a critical injury.
The polity had some systems in response to the voices of the people, but one-party rule and governmental bureaucracy smashed it after all.

資本主義か共産主義か? この質問に意味があるのでしょうか
ピケティもクルーグマンも資本主義を否定していません。
強いて言えば、クルーグマンはかつて良い時期(1950~1970年)があった、それが懐かしいと言っているようです。

ここで少し、主要国の現状を簡単にピックアップしてみましょう。

北欧は資本主義体制ですが福祉国家で、国民の租税と社会保障の負担は合計55%ほどある。
これらの国々は一人当たりのGDPや世界的な機関が発表する幸福度、人間開発指数などの指標がいつもトップクラスです。
同じ資本主義体制でも日本と米国では、現時点で格差に違いがあります。
不思議なことに、アングロサクソン系の国家で格差が大きく、同じ資本主義でも欧州大陸では格差が少ない。
中国は共産主義体制ですが、市場経済を取り込んで成長を続けています。
概ね新興経済国は、中国も含めて格差は大きいが、大半は米国より少ない。

つまり、資本主義体制だからと言って、一括りには出来ない、中身は千差万別なのです。
格差の差異は、各国の歴史や政治意識に大きく左右されているようです。

一方、経済活性化の為に海外から大量の集金を集め、暴走して苦境に陥ったアイスランド。
借金で経済発展を遂げたがバブルが弾け、各国への返済に喘いでいるスペインとギリシャがあります。
多くの国が経済発展を望み、ほぼ10年毎に国境を越えたバブル崩壊を繰り返し、世界経済は喘いでいるように見える。
問題は一国の経済体制に留まらない。

一方、ソ連は平等を目指し共産主義体制を敷いた結果、崩壊した。
共産主義体制の失敗は経済理論の間違いもあるが、最大の要因は経済を中央で総べてコントロールしようとしたことです。
そこには意欲向上策として私的な生産や販売の余地を残していたが、市場経済の不在が致命症となった。
政治においても国民の意見を吸い上げる制度はあったが、一党支配と官僚制がそれを潰してしまった。
結局、一党支配、官僚制、市場経済不在が失敗した最大要因だった。

Summary

Under the capitalism system, many countries are perplexed with economic development and handling of enormous wealth.
Communist countries have a trouble equally, too.
Before asking which is best, we should ask what is the most important element.
In other words, we understood it was a big issues that excessive governmental bureaucracy, one-party rule, a market economy of non-interference and inappropriate taxation system.
We should be able to improve this at while the democracy system is still left.

The most important one is democracy, and to complete the most suitable political and economic structure by this.
Therefore the disparity correction is necessary so that a handful of wealthy class may not control the politics.

まとめ
確かに、資本主義体制の中で、多くの国が経済発展と膨大な富の扱いで困惑しているようです。
一方、共産主義体制の国々も同様に悩みを抱えている。
どちらが最良かと問う前に、何が最重要な要素かを問うべきです。

つまり、過度な官僚制と一党支配、また放任の市場経済と適正を欠いた税制も問題だとわかりました。
これを改善出来ればよい、つまり民主主義体制が残っている間なら可能なはずです。

一番重要なのは民主主義であり、これにより最適な政治経済体制を作り上げることです。
その為にも、一握りの超富裕層に政治を牛耳られないように格差是正が必要なのです。
