Following on from the last time, I consider about the report of ”Chernobyl nuclear power plant disaster” in 1986.
This time, we look how the government and media of Europe and America utilized this nuclear power plant disaster.
If you formerly read “The society and the information 32,33”, you may more understand.

前回に続いて、1986年のチェルノブイリ原発事故の報道について考察します。
今回は、欧米の政府やマスコミがこの原発事故を如何に利用したかを見ます。
「社会と情報 32、33」を先に読んで頂くと判り易いです。

Insistence and report of Europe and America
A.     “ If Gorbachev has already lost the trust of neighboring countries in the peaceful uses of nuclear energy, nobody believes the statement that he reduces the nuclear weapon toward the world” by New York Times in America

B.     The level of the safety management was very low in nuclear energy of the Soviet Union, and, as a result, the risk of the nuclear power disaster has increased extraordinarily” by The Times of the Union

C.     “ Our nuclear power generation technology is fundamentally different from the thing of the Soviet Union, and many safety measures severalfold are provided” by spokesperson of the White House

D.     “ The atomic energy will be “good thing” in future for many countries. The nuclear power plant of this Soviet Union is “evil”. But it is not good that you assume all atomic energy to be bad” by a presidential assistant of the White House

E.     “ Everywhere is graves. The dead 15,000 seemed to have been buried in the job site of the nuclear power plant accident? ” by The New York Post of America

F.      “ Chernobyl nuclear power plant isn't the structure that shuts away the fissionable material leaking from the furnace. But all American nuclear power plants are covered with the safety shield of concrete and steel” by Atomic Industrial Forum


欧米の主張と報道
A.「ゴルバチョフが核エネルギーの平和利用の分野で、すでに近隣諸国の信頼を失っているとすれば、核兵器を減らしますと世間に向かって喧伝したところで、そんなものは誰も信じない」米国のニューヨーク・タイムズ

B.「ソ連の原子力は安全管理の水準が並外れて低い。その結果、原子力災害を起こす危険性は並外れて高まってしまった」英国のタイムズ

C.「我々の原子力発電技術は、ソ連のものとは根本的に違っており、数多くの安全対策が幾重にも備え付けてあります」ホワイトハウスの報道官

D.「原子力は今後も多くの国にとって“善き事”であり。・・今回のソ連の原発が“悪”だからと言って、それを理由に原子力を十把一からげにダメだと決めつけては、ならないのであります。」ホワイトハウスの主席補佐官

E.「どこもかしこも墓だらけ、原発事故現場に死者1万5000体を埋葬か・・」米国のニューヨク・ポスト

F. 「チェルノブイリ原子力発電所は、炉から漏れ出た核分裂物質を封じ込めておく構造にはなっていない。しかし米国のすべての原子力発電所は、ソ連ではほとんど装備されていない鋼鉄とコンクリートの防護壁で覆い包まれている」原子力産業フォーラム

The main point and the aim of the report
“ The Soviet Union is a barbarian slave nation to hardly mind the preciousness of the human life”

“ The industrial technology of the Soviet Union is retreating year by year”

The Soviet Union does not tell the truth and is untrustworthy in liars”

In the announcement of the Soviet Union, the dead by the accident were 2 at first, after that it became 32.
However, Europe and America reported that the dead were from thousands to the tens of thousands.
If the rumor that the Soviet Union is liar and cannot manage itself spread, the U.S. government is advantaged in the nuclear disarmament.
The most important was that they get the national to believe that this nuclear plant accident never occurs in Europe and America
In those days, OECD (Europe and America) was increasingly depending on the nuclear energy.
And the U.S. did not get an order entry of the nuclear power plant since a nuclear power plant accident of Three Mile Island in 1979.


報道の要点と狙い
「ソ連は人命の尊さなどはほとんど気にかけない野蛮な奴隷国家である」

「ソ連の工業技術力は年々歳々後退している」

「ソ連は真実を告げず、嘘つきで信用できない」

ソ連は事故による死者が当初2名で、後に32名と公表しており、欧米は数千から数万の死者が出たと報道していた。
米国政府は、ソ連が嘘つき国家、管理が出来ない国家として流布されれば、核軍縮の場で有利になる。
一番重要なことは、この原発事故が欧米の原発では絶対起きないことを国民に印象づけることでした。
当時、OECD(欧米)は原子力エネルギーに頼りつつあり、かつ米国は79年のスリーマイル島の原発事故以来、原発の受注が1台もなかった。

During about three weeks after the accident, the government and media of Europe and America spread to the national the false rumor and the blame of the sort.

However, the truth became known before long, and the report was revised inconspicuously.
But the government and the atomic energy group were able to achieve the purpose enough.

こうして事故後の3週間ほどの間に、欧米の政府とマスコミは異口同音に、批難とデマを流した。
しかしやがて真実が知れ、その論調は目立たないよう修正されたが、政府や原子力団体は十分に目的を果たすことが出来た。

Inspection of the false rumor

“ As for the number of the casualties, the number of nuclear reactors that encountered a fire, and fire extinguishing, after all, the contents which the Soviet Union announced first were almost right. Journalists that truly received the information of Reagan government reported directly, but after all, it wasn't right” by Scientist publication of atomic era

“ Even the government of our country was tricking the national concerning the purpose and the safety of development business of American nuclear energy in the various levels in recording from time to time, and was doing the information hiding” by Bernstein of American reporter

The Chernobyl disaster happened in April 1986, but two furnaces being the same type of the Soviet Union had operated in the United States in those days.
Furthermore the more dangerous nuclear reactor for the nuclear weapon production without the bulkhead had operated, and amazingly it was four.
The Soviet Union had learnt lessons from Three Mile Island accident, and executed the remodeling of the safety shield.

In other words, the United States was telling a falsehood


デマの検証
「死傷者の数とか、火災に遭った原子炉の数とか、火災鎮火などの重大な問題に関して、結局、ソ連が当初発表した内容のほうが、概ね正しかった。一方、レーガン政権が流した情報は、ジャーナリストたちが真に受けて報道したものの、結局、正しくなかった」原子力時代の科学者広報

「我が国の政府だって、米国の原子力開発事業の目的や安全性をめぐって、時に応じて様々なレベルで自国民を騙したり、情報隠しを行ってきたのだ」米国記者のバーンスタイン

チェルノブイリ原発事故は86年4月に起きたが、当時、米国ではソ連と同型炉が2基稼働していた。
防護壁の無い核兵器製造用の危険な原子炉がさらに4基稼働していた。
ソ連はスリーマイル島事故の教訓を生かし、防護壁を備える改造を行っていた。

つまり、米国が嘘を言っていた。

Afterward

The Japanese public opinion had increased in an opposition to nuclear power generation, because of a spate of nuclear power plant accidents, too.
The electricity industry that had trouble by it came to pay away annual advertisement to costs 100 billion after this, and the public opinion increased in the agreement since after four years.

Since when the ash of Chernobyl disaster fluttered to the ground, the handling of the nuclear power generation came to divide between Germany and France.
Germany regarded this situation as dangerous and the scientist published it, and the public opinion changed to an opposition to the nuclear power plant.
France hid this situation, and the opposition movement did not become lively.

Such groundless rumor and agitation are performed repeatedly, and before long the truth isn't seen in darkness.


その後
日本の世論も相次ぐ原発事故で原発反対に傾いていった。
さしも困った電力業界は、これ以降、年間広告費を1000億にし、4年後から世論は賛成へと向かっていった。

チェルノブイリ原発事故の灰が舞い降りた、ドイツとフランスでは対応が別れることになった。
ドイツは、この事態を危険とし科学者は公にし、原発反対へと路線を切り替えた。
フランスでは、この事態を隠し、反対運動は盛り上がらなかった。

面白いことに、日本科学未来館がフランスの原発優位について、以下のように語っています。
フランスは、政府によるリスクコミュニケーションが成功した好例にも挙げられます。フランスの国民は、・・原発にともなうリスクを理解した上で、経済効果などの利点や安全対策をふまえ、原発に賛成しています。」2011年5月18日(東北大震災の2ヶ月後)
この団体には日本原子力学会がいます。

こうしたデマや煽動が繰り返し行われ、やがて真実は闇の中に見えなくなってしまうのです。
