ピケティの資本論 2: 高額報酬

I look at the misunderstanding concerning disparity.
In the public mind, it is said that big paycheck is indispensable to motivation (incentive).
I drill down on this issue at first.
We notice strange pitfall from it.

これから格差にまつわる誤解を見ていきます。
巷で、意欲向上(インセンティブ)には高額報酬が必須だと言われています。
この問題から掘り下げます。
そこからは奇妙な落とし穴が見えてきます。



Big paycheck

The paycheck of professional baseball players and chief executive of big companies in America is huge.
In 2004, the average annual income ratio between American CEO and common labor was 431 times.
The philosophical professor Michael J. Sandel of Harvard University discussed this big paycheck in TV program of NHK.

What do you think of the big paycheck?
“ Splendid!”
“Unnatural!  But should be free"
“Problem! And should be corrected"

Most people seem to think that only big paycheck improves the motivation and make economy develop.

高額報酬
米国のプロ野球選手や大企業社長の年俸は巨額です。
2004年、米国のCEOと一般労働者の平均年収比は431倍でした。
ハーバード大学の哲学者サンデル教授はNHKの白熱教室で高額報酬を議論していました。

皆さんは、高額報酬をどう思いますか?
「素晴らしいこと」
「不自然だと思うが、自由であるべきだ」
「問題であり、是正すべきだ」

多くの人は高額報酬こそが、やる気を生み、経済を発展させると思っているのではないでしょうか。

Let's confirm it in familiar example
The total assets of Bill Gates of Microsoft are approximately 10 trillion yen.
How much is degree of his contribution to have diffused PC?
Shuji Nakamura of Nobel Prize got settlement money of approximately 800 million yen by blue light emitting diode.
If the illumination is changed into all LED, the electricity generated in the world seems to be able to reduce 10%.
How much money did Shinya Yamanaka of Nobel Prize receive by the development of iPS cells?
His contribution is immeasurable.

In fact, there are plenty of examples that the reward is cheap compared with grand achievements.
Great discoverer of mathematics and physics, people contributed to peacefully and people created epoch-making society system, they didn't obtain rewards that were consistent with their contribution.
Even so, they didn't lose their motivation.

身近な例で確認しましょう
マイクロソフトのビル・ゲイツの総資産は約10兆円です。
彼のパソコン普及への貢献度はどのぐらいでしょうか。
青色発光ダイオードでノーベル賞の中村修二は和解金約8億円を手にしました。
照明を全部LEDに変えれば世界の総発電量を10%が削減出来るそうです。
IPS細胞の開発でノーベル賞の山中伸弥はいくら手にしたでしょうか。
その貢献度は計りしれません。

実は、偉大な業績の割に報酬が高くない例はいくらでもあります。
数学や物理学の大発見者、平和に尽くした人々、画期的な社会システムを生みだした人々などは、貢献に見合う報酬を得られないでしょう。
だからと言って、彼らがやる気を無くしたとは言えません。
もっとも、富が欲しいなら別の道を選ぶでしょうが。


    

What decides big paycheck?

I show characteristic four cases unlike common sense.

A: It's decided by scarcity value.
For example, a splendid work of art was bought at high prices.
On the other hand, big paycheck of sports player also includes an advertising effect by the scarcity value more than his results.

B:  Exclusive possession of the market makes the reward gigantic.
In the case of Bill Gates, it may be said that the exclusive possession increased his wealth.
It is important to industrial development that person gets the profit of company founder, but if he doesn't obey an economic rule (the Antitrust Law), it becomes harmful.

C:  Board of directors can decide their reward by one’s own.
Stockholders and labor union become the adjustment pressure, but board of directors almost decides it now.
It isn't decided by the enterprise value (achievement), and the balance of supply and demand in the market.

D:  The reward of invention is influenced by Patent Law.
There is a big difference in the reward of inventor due to a difference of a job category or the country.
For example, the reward of employee’s invention in Japan is very few.
In Japan, the reward of every employee's invention had been limited to millions yen at most till a trial of above-mentioned Nakamura decided an epoch-making 20 billion yen.


高額報酬は何によって決まるのか?
常識とは異なる特徴的な4例を挙げます。

A: 希少価値で決まる。
例えば、素晴らしい芸術作品が高額で落札された場合などです。
一方、スポーツ選手の高額報酬は実績以上に、希少価値による宣伝効果もあるでしょう。

B: 市場の独占・寡占は報酬を巨大化させる。
ビル・ゲイツの場合、独占が富を増大させたと言えます。
創業者利益を得ることは産業育成に重要ですが、経済ルール(独占禁止法)が遵守されなければ弊害を生みます。

C: 重役の給与は自ら決めることが出来る。
株主や労働組合は調整圧力になりますが、現在、報酬額は概ね経営者自身で決めます。
重役の高額報酬は時代(80年代以前と以降)や国(日米)によって差があり恣意的です。
企業価値(業績)や市場の需給で決まっているわけではありません。
これは止むことの無い金銭欲、それを許容する社会、裏付ける学説・主義の台頭があり、益々力を付けた人々がいたからです。

D: 発明の報酬は特許法に左右される。
特許法は発明に独占権を与え、発明を旺盛にします。
しかし発明者の報酬は職種や国で大きな差があり、例えば日本の職務発明の報酬は非常に少ない。
上記の中村氏は発明の対価として日本では画期的な200億円の判決を得たが(結局は貰えなかった)、それまで日本ではどんな発明でも最高数百万円が限度でした。

Is paycheck rational?
It is proper that a sales representative raises high value of sales, and gets the rate of it. 
Many rewards are not fixed by free competition (market evaluation), but rather most rewards are arbitrary and are influenced by social restriction.
When there is social restriction, it downs and when the social restriction isn't obeyed, it up.

If the reward isn't rational, what happens?
For example, even if a parson builds performance, his reward falls, and adversely, even if there is not achievement, ability and effort, his reward rises.
After all of this, the motivation of the parson falls.
In this case, different motivation improves.
There is an increase in a flatterer, a deception, and a bribe for giving rise to reward directly.
This is a beginning of declining society in any age.
The large reward that isn't rational declines the motivation of the whole society.

報酬額は合理的か
営業マンが自らの力で高い販売額を上げ、その歩合を得る高額報酬は妥当だとみなせるでしょう。
しかし多くの報酬額は自由競争(市場評価)で決まると言うより、恣意的であり社会的制約如何に左右されている。
社会的制約が有る場合は下がり、それを逸脱した場合は上がります。
報酬額の多寡は狭い範囲(同一職種や組織)では、比較的穏当な場合もあるが、社会全体で見れば合理的とは言えない。

報酬額が合理的でないとすれば、何が起きるのか?
例えば、業績を上げても報酬が下がり、逆に業績や能力、努力も無いのに報酬が上がるようになれば、労働意欲は低下します。
この場合、別の意欲が旺盛になります。
報酬向上の為に裏工作に奔走し、決定権者へのゴマすり、ごまかし、賄賂が横行し、ついには組織の腐敗と停滞が生じます。
これは、いつの世にもある衰退の始まりです。
つまり合理性に欠ける高額報酬は、社会全体の意欲を減退させます。
