Case E
Victor Yugo, a 19th-century French writer of "Les Miserables", said as follows at a celebratory feast of slavery abolition commemoration in 1879.
"Please advance southward!
Africa has no history.
But Africa is important for our world.
If people live in Africa, they are savages.
Invest your excessive desire in Africa!
At the same time, solve all social problems! "
While suing social justice in his own country, he was discriminatory against the non Western world. Annotation 1.

１９世紀フランスの「レ・ミゼラブル」の著者ヴィクトル・ユーゴは１８７９年、奴隷制廃止記念の祝宴でこう述べた。
「 南下したまえ！
アフリカには歴史がない。
しかしアフリカは世界にとって重要だ。
アフリカに人が住んでいれば、それは未開的野蛮だ。
諸君の抱く過剰なものをアフリカにつぎこみ給え！
同時に諸君のもろもろの社会問題を解決し給え！ 」
国内で社会的正義を訴える一方で、非西欧世界に対しては差別的でした。注釈１．

I quote the description of New Caledonia from a book written about the French colonies issued in 1888. Annotation 2.
"On this vast land, the population of 70 thousand were reduced to 23 thousand people for less than half a century.
The causes of the population decline were various.
.....
British, Spanish, American, Australian hunted indigenous people at the beginning of colonial occupation, but we did not hunt indigenous people.
France treats all barbarian as human, and we will not be criticized as the colonization upon a grave. "

１８８８年に発行されたフランスの植民地について書かれた本から、ニュー・カレドニアの記述を引用します。注釈２．
「この広大な土地で半世紀も経ないうちに人口７万が２万３千人になった。
人口減少の原因はさまざまである。
・・・・
イギリス人、スペイン人、アメリカ人、オーストラリア人たちは植民地占領の当初に原住民狩りをしたが、我々は原住民狩りをしていない。
フランスは・・・すべての野蛮な民族に対して人間的であり、『墓場の上に植民化』しようとするといった非難を浴びることはないだろう。」
Case G
In 1905, one Catholic pastor said at a meeting for protection of indigenous people. Annotation 3.
" In France, people are punished for stealing and thieving, but why are not the same people punished for it in distant area that black people live near the equator in Africa, and Chinese wearing different clothes live in?
One reason of it is egoism.
This is forbidden by good sense and Christian spirit.
There are two types of morality here.
.....
Action that hurts us are forbidden to other person, and the same action is forgiven when we gain the benefit of it.
.....
We are expanding our influential sphere, making a marketing channel for products, doing colonization, and civilizing, etc. "

１９０５年、ある原住民保護の集会で一人のカトリック牧師が言った。注釈３．
「フランス本国で泥棒や盗みは罰せられるのに、遠いアフリカの赤道下の黒人や衣服の違う中国人のところでは罰にならないのか。
エゴイズムによるものがある。
それは理性やキリスト教精神によっては禁じられているものだ。
二種類の道徳がある。
・・・
我々を害するものは他の人々には禁じられ、その同じことがわれわれの得になる時は許されている。
・・・我々の影響圏を拡大し、商品の販路をつくり、植民化し、劣った人種を文明化するなどいっているのだ。」

Case H
I quote from an article on imperialism of “Histoirie de l'Europe" published in 1994. Annotation 4.
"The rise in this nationalism did not compromise the sense of solidarity of the entire Europe that had been handed down from generation to generation.
This is because, in large part, this emotion has been fostered by collective superiority consciousness towards other countries in the world.
Adversely, It was also strengthened from the fear of being threatened someday by foreign forces, especially Asian powers. "

１９９４年刊行の歴史教科書の帝国主義から引用。注釈４．
「このナショナリズムの高まりは、長らく引き継がれてきたヨーロッパ全体の連帯感を損ないはしなかった。
というのは、この感情は世界の他の国々に対する、集団的な優越意識によって醸成されてきた、という部分が大きかったからである。
またそれは、裏返しに、いつの日か、外国の勢力、特にアジアの勢力によって脅かされるのではないかという恐怖心からも強められていた。」
Why did the West Europeans begin the imperialism?
Why did the people forgive their deprivation, even though people pulling the imperialism had economic and political incentives ?
I think that the people were able to avoid the guilty conscience by the following psychology.
* Superiority of Western European civilization: They considered different culture, social system, or custom as rudeness.
* Superiority of Christian : Anything was permitted for the purpose of missionary work towards heathen.
* Superiority of white folks: All folks except white folks were regarded as undeveloped.
* Fear of foreign civilization: They were anxious about invasion from Asia. Annotation 5.
* Competitive spirit within Western Europe: each country feared becoming a loser if lagging the competition.
These were created from the situation of the time, but if we think about it well, we can notice it may happen outside the Western Europe.
The important is that it happens at any time unless we hard control ourself.
This continues to the next time.
西欧人はなぜ帝国主義に走ったのか？
帝国主義を牽引した人々には経済的・政治的な動機があったとしても、なぜ国民はその収奪行為を許したのだろうか？
私は国民が以下の心理によって罪の意識を回避出来たと考える。
＊ 西欧文明の優越： 異なる文化・社会制度・風習を低俗と見なす。
＊ キリスト教の優越： 異教徒への宣教の為には何でも許される。
＊ 白人の優越： 白人以外の人種をすべて未発達と見なす。
＊ 異文明に対する恐怖： アジア等の侵略を懸念。注釈５．
＊ 西欧内の競争心： 競争に遅れると敗者になる恐怖。
これらは当時の状況から生まれたものですが、よくよく考えてみると西欧以外でも起こりうるものです。
要は、よほど自制しない限り何時でも起きることなのです。
