As we have seen, the country that has been exhausted was once a colony or a communist country.
This time, we deepen the understanding a little more.
今まで見て来たように、疲弊が進んでいる国はかつて植民地か共産主義国家でした。
今回は、もう少し理解を深めます。
Introduction
Why were those countries exhausted if it became a colony or a communist country?
It was severe domination that one thing was common to both two groups of those countries of those days.
In the colony, immigrant different ethnic group had been depriving everything from the majority of indigenous peoples.
In the communist country, a part of bureaucrats were depriving the freedom of all citizens.
The important thing is that the domination of both groups extended over everything from politics to economy, and military affair, etc.
This is the big reason why these countries are hard to get out of exhaustion even if they became a independent or constituted a departure from a communist regime.
はじめに
植民地にされたり、共産主義国家になるとなぜ国家は疲弊するのでしょうか？
両者に共通していたことは過酷な支配が定着していたことです。
植民地では異民族が大多数の先住民からあらゆるものを収奪していました。
共産主義国家では一部の官僚が全国民の自由を奪っていました。
重要な事は、両者の支配は政治・経済・軍事などあらゆるものに及んでいたことです。
このことが、せっかく独立を果たしても、また共産主義体制から離脱しても、なかなか疲弊から抜け出せない理由です。
Let's see a clear example
In Israel, many Jews immigrated in a short period and made the country from scratch.
There was not a system of deprivation among the Jews who account for 75% of the population.
And the economic force of this country is high, the stage of the corrupt government is low, and the income gap is small. Annotation 1.
Now, we are hard to imagine the Jews had been despised in the past.
Unfortunately they are depriving many lands from the indigenous Arab.
端的な例を見てみましょう
イスラエルでは、多数のユダヤ人が短期間に移住して国を一から作りました。
人口の７５％を占めるユダヤ人の間には収奪する制度が生まれなかった。
そして、この国の経済力は高く、政治の腐敗度は低く、所得格差も少ない。注釈１．
あれだけ蔑まれたことがまるで嘘のようです。
残念なことに彼らは先住のアラブ人の土地を収奪し続けているのだが。

How about Egypt and Turkey in the same Islamic area?
The per capita income of Egypt is one third of that of Turkey.
Turkey separated religion from politics a hundred years ago, is advancing modernization, and is a favorable economy.
Meanwhile, Egypt tried to push forward modernization from half a century ago, but fell into a military dictatorship, and the economy stays stagnant due to repeated wars.
The difference is that Egypt once was dominated by different ethnic Turkey, next was dominated by the UK, on the other hand Turkey had never been dominated.
同じイスラム圏のエジプトとトルコはどうだろうか？
エジプトの一人当たりの所得はトルコの３分の１です。
トルコは百年前に政教分離を行い近代化を進め順調です。
一方、エジプトは半世紀前から近代化を推し進めようとしたが軍事独裁に陥り、その後は度重なる戦争などで低迷している。
この違いは、かつてエジプトは異民族のトルコ、続いて英国に支配されたが、トルコは支配されたことがなかったことにある。
What is wrong?
After all, we knew that country's exhaustion - a faltering economy, political corruption, or income disparity - is not decided due to difference of ethnicity, religion or race, but rather is decided due to whether it has received severe domination over the long term.
Then, if white people became to be a majority in the colony such as the US, Australia and Chile, why are the countries not exhausted ?
Some people must think that this represents a white people's excellence.
何が悪いのか
結局、国の疲弊－経済の低迷や政治腐敗、所得格差－は民族や宗教、人種の違いではなく、過酷な支配を長期間受けたかどうかで決まることがわかりました。
しかし、それでは米国やオーストラリア、チリのように、なぜ白人が植民地で大勢を占めると疲弊しないのか。
これこそ白人の優秀さを示してると考える人もいるはずです。

＜ ３． 南アフリカの貧富の差 ＞
For example, in South Africa that was a British territory, white people dominated nine-fold black people.
The white people did not admit free passage, land ownership, and voting rights of black people, and overworked them with low wages.
At those times, the per capita income was higher in Africa, because the income of the white people stood out.
Although the racial discrimination policy was abolished in 1994, the number of murders is still large and the economy is still sluggish.
例えば、英国領だった南アフリカは白人の入植者が９倍ほどの黒人を支配していた。
白人は黒人の自由な移動や土地所有、選挙権を認めず、低賃金で酷使した。
当時、一人当たりの所得はアフリカでは高い方であったが、それは一部の白人の所得が突出していたからでした。
１９９４年に人種差別政策は撤廃されたが、今も殺人件数が多く、経済は低迷している。

On the other hand, why do the three countries not get exhausted?
This is the result that they had to work hard themselves rather than doing deprivation from the indigenous people at the founding of the countries, because the indigenous people was few.
In other words, they could not organize a system of deprivation.
However, the US seems to have become a country that tolerates large income disparity, as they were using black slaves and usurping the land of indigenous peoples.
In sum, this key point is also a presence of the system of deprivation.
Mankind often discriminate alien people even if they treat their relatives in an equal way.
一方、前述の三ヵ国はなぜ疲弊しなかったのでしょうか。
これは建国初期に先住民が少ないか減少した為に、収奪ではなく自ら働く社会を作らなければならなかった結果なのです。
しかし米国は、黒人奴隷の使役や先住民の土地を収奪していたこともあり、大きな所得格差を許容する国になったと考えられます。
つまり、ここでも収奪制度の有無がポイントでした。
人類は、往々にして身内には平等であっても異なる人々を差別します。

There is still doubtful thing
Should they drag things of such old colonial era for all time?
There are persons thinking they should make a recovery by self-responsibility.
For example, when was the French Revolution that was begun in 1789 completed?
I think It was in 1870, when the Third Republic was established after overcoming repeated counterattacks from the ancient regime and obstruction by neighboring countries.
For nearly a hundred years, they were dropping a lot of blood, then they left off the royal government, and separated religion from politics.
まだ疑問が残る
そんな昔の植民地時代のことをいつまで引き摺っているのか、自己責任で立ち直るべきだと思う人がいるはずです。
例えば、１７８９年に始まったフランス革命は、いつ完成したのだろうか。
それは、度重なる旧体制側からの反撃や周辺諸国からの妨害を乗り越えて、第三共和政が樹立された１８７０年ではないだろうか。
つまり、ほぼ百年の間、多くの血を流して王政を脱し、政教分離を手にいれたのです。

When did Japan that had achieved the Meiji Restoration in 1868 become a truly democratic country ?
Although Japan became a powerful country, on the other hand, could not suppress the armed faction and the company syndicate, and rushed toward the great war.
After the defeat of 1945, under the occupation of the US military, the company syndicate and the armed faction were dismantled, women's right to vote was permitted, and finally Japan became a democratic system.
In other words, it is not easy for a country to switch from a system of deprivation to a democratic regime.
This continues to the next time.
１８６８年に明治維新を成し遂げた日本が真に民主的な国になったのは何時の事だろうか？
富国強兵で強国となったが、軍閥と財閥の肥大化を抑えることが出来ず、大戦へと突き進んだ。
そして１９４５年の敗戦後、米軍の占領下で財閥や地主の解体、女性選挙権の開始が進められ、やっと民主的な体制となった。
つまり、一つの国が収奪的な体制から民主的な体制に転換することは生易しいものではないのです。

注釈１．
イスラエルの建国は他の例と異なり、豊富な資本が集まり、また高度な技術者が集まった。
このことが今の経済や産業を支えている大きな理由です。
