Last time we saw how colonial occupation destroyed the society.
We also examined the differences between domination with each other by Western European countries and colonial rule.
This time, we see what happened to the destroyed society.


前回、植民地支配がどのよう社会を破壊するかみました。
また西欧諸国同士の支配と植民地支配の違いを検討しました。
今回は、破壊された社会に何が起きるかを見ます。

What brought in the harsh control?

The one is the difference between overwhelming military power and civilization (economic power, political power, etc).

Even if indigenous people of the colony had broken a troops of the colonial master at one time, they ended up suffering a disastrous defeat.
Most of the colonies, Congo, Algeria, Egypt, etc., also caused rebellion more than once.
However, in reverse, it was usual that the colonies were severely occupied than before with this pretext.


The other one is that if the race and religion of the ruling layer are different from indigenous people, and the rule became parasitic and harsh.
The parasitic rule is to exploit people to no extent of killing indigenous people.

For example, the rulers of Egypt changed from the Ottoman empire in the 16th century to France, Muhammad Ali and Britain, and finally became independent as a kingdom (puppet) in 1922.
All of these rulers were different ethnic groups, the Ottoman Empire and Muhammad Ali  were Muslim, but they were Turkish or Albanian, and different from Arabs.
Thus Egypt was thoroughly squeezed.

Thus the colonial rule became severe.



何が過酷な支配をもたらしたのか?

一つは、圧倒的な軍事力と文明(経済力、政治力など)の差です。

植民地で、一度は先住民が宗主国の軍を破ったとしても、最後には惨敗を喫す。
ほとんどの植民地、コンゴ、アルジェリア、エジプトなども一度ならずとも反乱を起こした。
しかし、逆にこれを口実に支配を強化されるのが常です。

今一つは、支配層の人種や宗教が先住民と異なると、その支配は寄生的になり過酷になります。
寄生的な支配とは先住民を殺さない程度に搾取することです。

例えばエジプトの支配者は16世紀のオスマン帝国から、フランス、ムハンマド・アリ朝、イギリスと変わり、やっと1922年に王国(傀儡)として独立しました。
これらの支配者はすべて異民族で、オスマン帝国とムハンマド・アリ朝はイスラム教でしたが、トルコ人かアルバニア系でアラブ人と異なりました。
こうしてエジプトは徹底的に搾り取られた。

こうして植民地支配は過酷になった。

What happened to this society?

A. The army was appropriated by a person in authority: the army became means of oppressing people and other tribes.

Colonial master had oppressed the inhabitants by the military to completely rule, and the puppet government also followed it.

B.  Relationship between patrons and clients: a person in authority conferred a benefit
only on his tribe in exchange for supporting for him, and further oppressed other tribes.

This is because the Indigenous people was inexperienced in governing a united nation, and the antipathy among tribes and sectaries took root in the society due to the division policy of colonization.
For example, the Syrian civil war began with antipathy due to different religious schools between Assad regime and Muslim Brotherhood, but they are having a fear that they would be killed unless killing each other.
It is especially serious as minority Assad side.

As a result, in all colonies, civil war and dictatorship continued after independence.



この社会に何が起きたのか?

A.  権力者が軍隊を私物化: 軍は国民と他部族を弾圧する手段になった。

宗主国は支配を徹底するために軍で住民を弾圧し、傀儡政権もこれを踏襲した。


B. パトロンとクライアントの関係: 権力者が支援との交換に自分の部族に恩恵を与え、さらに他部族を弾圧した。

これは先住民が統一国家の運営経験がないうえに、植民地の分断政策の影響で部族や宗派間の対立が根付いてしまったことによる。
例えば、シリア内戦は宗派の異なるアサド政権とムスリム同胞団の敵対に始まったが、互いに相手を抹殺しないと逆に殺される恐怖がある。
少数派のアサド側にとっては特に深刻です。

この結果、植民地は独立後も独裁と内戦が続くことになった。


Then the serious stagnation had began
Dictator oppresses opposed tribes, political parties and sects.
The change of government is settled by violence (tribal conflict, coup d'etat, assassination).
Dictator tries to exploit wealth by collaborating with privileged layer holding the economy,
and survive longer.
This is repeated even if dictatorships changed.

Then, the dictator and privileged layer become be afraid of the change that may threaten to their interests, made people a tool of exploitation, and the people eventually lost motivation.
In this way, the violence and exploitation continue, and the society is getting exhausted.

This appeared as Congo Crisis after independence.



そして深刻な停滞が始まった
独裁者は対立する部族や政党、宗派を弾圧する。
政権交代は暴力(部族抗争、クーデター、暗殺)で決着する。
独裁者は経済を握る特権層と結託することで富の収奪と延命を図る。
これは独裁者が替わっても繰り返される。

こうなると独裁者と特権層は権益を脅かす変革を恐れ、ただただ国民は収奪の道具にされ、ついには意欲を失ってしまう。
こうして暴力と収奪が続き、社会は疲弊するばかりなのです。

これが独立後にコンゴ動乱となって現れた。

Finally
Unfortunately we don't yet find the pathway for changing from the society of " exploitative political system" to " inclusive political system" such as Japan, the United States and Europe. Annotation 1.

Still doubts remain.

"Why are all dictators fixated on exploitation?"
It should be better to increase profit by developing the economy... "

Unfortunately the dictators can not adopt this method.
The reason is that if the people's awareness is elevated by doing the productivity improvement and reformation, the interests of dictators and privileged layer will be threatened, and it is the same as the colonial policy.

For this purpose, the dictators choose to strengthen the exploitation rather than the dangerous economic development.

This continues to the next time.



最後に
このような「収奪的政治制度」の社会から、日米欧のような自由主義圏の「包括的政治制度」への転換が可能な道筋は残念ながらまだ見えていない。注釈1.

まだ疑問が残る。

「 なぜ独裁者は収奪に拘るのか?
経済を発展させて収益増大を図る方が良いはずなのに・・・」

残念ながら独裁者はこの手法を採用できないのです。
その理由は、植民地政策と同じで、国民が生産性向上や改革を行うまでに意識が高まると、独裁者や特権層の立場が脅かされるからです。

この為に独裁者は危険な経済発展よりも、収奪を強化する方を選ぶのです。

注釈1.
この二つの制度は「国家はなぜ衰退するのか 上・下」で使われています。
「収奪的政治制度」と対立する「包括的政治制度」の特徴を記します。
これは集権的な政治権力機構を持つ自由民主制の事です。
分散的であれば混乱が生じるが、独裁者でもいけない。
従って国民が選んだ権力者が法に基づいて政治と経済、軍事を統括する社会こそが国民にインセンティブ(意欲を引き出す)を与え、この結果、社会は混乱することなく自律的発展していくことになる。



参考図書
*植民地支配が社会を如何に疲弊させるかについての理論と実情に詳しい本。

「国家はなぜ衰退するのか 上・下」ダロン・アセモグル、ジェイムズ・A・ロビンソン共著。
画期的で統合的な社会理論が述べられている。
植民地問題だけではなく、世界史と現代に通じる社会の発展と衰退を分ける要因を説明している。
しかし説明全体の構成が私には合わずに読みづらかった。

「貧困、紛争、ジェンダー」戸田真紀子著。
非常に意欲的な研究、アフリカの衰退の実情を的確に分析し、かつ要領よくまとめている。

*アフリカの歴史や文化がわかる本。
「アフリカ史」山川出版社。
定評のある歴史シリーズだが、コンゴの近現代は詳しくない。

「世界の歴史 24、 アフリカの民族と社会」中央公論社。
読みやすい。

「新書アフリカ史」講談社現代新書。
上記2冊よりもコンゴの植民地支配が詳しい。

「現代アフリカの悲劇」片山正人著。
コンゴの内戦について最も詳しいが、文章に少し難がある。

「ハンドブック 現代アフリカ」明石書店。
アフリカの全体像、文化、歴史あらゆる事柄についての記述があり、読みやすい。
