中東に平和を! 69:  なぜ疲弊したのか 7: 帝国主義の時代背景 2

Last time we saw why the imperialism began.
However, the explanation lacks a certain something. 

前回、なぜ帝国主義が始まったのかを見ました。
しかし、何か大事なことが抜けている。

What did it lack?
In the previous explanation, it is difficult to understand why competition for getting parts of colony began in the 1880's.
There must be a common motive for Western countries, and I think it eventually led to two great wars.

In the latter half of the 19th century, there are some important changes that occurred in the Western Europe.

A: Capital exports and emigrants from the Western Europe had doubled every 10 years.
For example, the development of steamboats expanded a maritime traffic, and the export value was growing every year.
After the Industrial Revolution, the economy and the science technology developed, so the difference in national power between the UK and the US or the Germany was decreasing in size.

B: Although the economic recession had already occurred repeatedly, finally a major depression lasted for about 20 years since 1873.
As a result, each country took a protective trade policy, and at a same time nationalist sentiment intensified.

C: A thought "The Western Europe is superior to the other world and develops" had been timely widespread .
The people adopted Darwin's theory of evolution, and they were convinced that the excellent Western civilization was evolving through the principle of the survival of the fittest.

D: In 1884, 14 Western countries held a conference in Berlin, and decided the rules of partition of Africa, then after that the competition for getting parts of colony began.

At that time, the Africa was an unexplored area where fever disease spread in, and the colony of the Western Europe was only 10% in it.
A conflict occurred when countries (Belgium etc.) that had lagged behind in getting of colony tried to enter it.
In order to prevent this conflict, certain rule " the country that first occupied and dominated colony is granted the control of it" was stipulated.
Thus, the competition began.

Although there is a part overlapping with the previous explanation, you may notice a strange something.


何が抜けているのか
前回の説明では、1880年代から植民地獲得競争がなぜ始まったが分かり難い。
やはり西欧諸国に共通する動機があるはずで、やがてそれが二度の大戦へと繋がったように思える。

19世紀後半、西欧に起きていた重要な変化を挙げます。

A: 西欧からの資本輸出と移民が10年毎に倍増した。
例えば蒸気船の進歩が海上交通を発展させ、輸出額は毎年伸びていった。
また産業革命後、経済と科学技術が発展し、これによって英国と米国やドイツなどの国力差が縮小した。

B: 既に景気後退が繰り返し生じていたが、ついに1873年から大不況が約20年間続いた。
これによって各国は保護貿易に転じ、また愛国主義の風潮が高まっていった。

C: まさにこの時期、「西欧は世界に優越し発展する」との思想が広まっていた。
彼らはダーウインの進化論を取り入れて、優れた西欧文明は適者生存により発展していると確信した。

D: 1884年、西欧14カ国がベルリン会議を開き、アフリカ分割のルールを決め、この後、植民地獲得競争が始まった。

当時、アフリカは熱病が蔓延する未開の地で、1割が西欧の植民地となっていただけであった。
そこで、植民地獲得に遅れをとっていた国(ベルギー)が参入しようとして衝突が起きた。
この争いを防ぐ為に、ルール「先に占領し支配した国が領有する」が定められた。
こうして競争が始まった。

これは前回の説明と重複するところもあるが、こうして見ると不思議な事に気づく。

What is it?
That is certain mentality of the Western Europe that appears in the above paragraph C and D, and it is probably more intense than East Asia.

If I were to use one word, it will be a feeling of superiority passing over a self-confidence of Westerners.
They who were Christian and White despised pagans and different races.
They understood a social system that was different from their society as deteriorating or undeveloped society.
What an inconsistent stance. Annotation 1.


それは何か
それは前述のC,D項に現れている西欧の心性で、おそらく東アジアより強烈と思われます。

敢えて言うならば、それは西欧人の自信を通り越した優越感でしょうか。
キリスト教徒であり白人である彼らは異教徒や異なる人種を蔑んだ。
彼らは自分達の社会制度と異なるものは劣化か未発達だと捉えるところがある。

例えば、欧米は東京裁判において日本を「平和に対する罪」などで裁いた。
この罪は侵略戦争に対して言っているのですが、この60年前のベルリン会議で、欧米は侵略を合法化していたのです。
如何にも矛盾しています。注釈1.

What is the mentality of the imperialism?
In the age of European Imperialism, the brutality of the Western Europe that was shown in colonies was based on a strong discriminatory sentiments and contempt.

This would have lowered resistance sentiments toward exploiting and controlling the colonies.
Although this mentality was also common to the empire of Japan and the fascism of Nazi Germany.


Then, what has happened?
In 1914, the First World War began from one assassination incident in the Balkans.

In the competition for colony, the Western countries did not big fight against each other.
However, during the competition, eventually the greed of larger countries and the  backlash of the colony must have exploded.

Knowing this process, the judgment of whether the imperialism was holding down internal conflicts or was preparing the world war depends upon the person.
I have the latter view.

This continues to the next time.



帝国主義の心性とは何か
帝国主義の時代、西欧が植民地で行った蛮行に通底しているのは、強烈な差別感情、蔑視でした。
これが植民地への搾取や支配への抵抗感を低くしたことでしょう。
もっとも、この心性は大日本帝国やナチスドイツのファシズムにも共通していたのですが。


その後、何が起きたのか
1914年、バルカン半島での一つの暗殺事件から第一次世界大戦が始まります。

植民地争奪では西欧各国は互いに大きな戦闘をすることはなかった。
しかし、植民地の獲得競争の中で、やがて大国の強欲と植民地の反発は爆発することになった。

この経緯を見て、帝国主義が内紛を抑えていたのか、はたまた世界大戦を準備していたのかは判断が別れます。
私は、後者の見方に立ちます。

注釈1.
この60年間の隔たりをどう見るのか。
それまでの西欧の激しい対立と戦争の歴史、特に二つの大戦の経験から、彼らは大いに反省し、自らも含めて侵略行為に制裁を科そうとしたのだろうか。
残念ながらそうは思えない。
米国による広島への原爆投下や、ベトナム戦争などから察すると、やはり欧米の異人種・異教徒への蔑視と復讐心は強烈で、自戒をあまり期待できないようです。

私は東京裁判の意義を認めるが、この心性に人類共通ではない特有の恐ろしさを見る。
しかし、この章では深く立ち入らない。
